In general, I consider involvement with the community, both through general posting and involvement in specific things (governmental, cultural, etc), the amount of time they seem to have, their prior experience and demonstrated interest in government affairs, their ability to be respectful while presenting their points and views, and what my perception of their ability to represent the Monarchy and its interests while still presenting valid points and ideas of their own. The point of the Overhusen is to represent the Monarchy, after all.
I'm not going to answer what sets them apart from any specific other individuals, because that would be highly inappropriate.
Also, in general I do not select people that ran for the Underhusen, because I don't want the Overhusen to be seen as a political safety net for people that lose Underhusen elections. Chanku was a special case last term because if his prior experience in leading a chamber of the legislature.
