We already have a policy not to admit people into the Hvitt Riddaral if they're serving as part of any other military. However, as Horse was already in the military, he was grandfathered in with the previous policy.
Citizen requirements can be modified by amending the Citizenship Act, and generally the Storting could modify or add to election procedures, as long as doing so didn't contradict the Fundamental Laws, in which case an amendment would be necessary. Of course, crimes like espionage and release of classified information could also be covered in a code of laws, which would detail the crimes and associated punishments for various things. Had those been legal crimes at the time, Horse would have been charged with them in addition to the Executive actions taken.
I've talked to Chanku about having a code of laws drafted, and it seems the main issue may be that the Underhusen isn't sure what that involves. If it would help, I could compile examples from the top 20 or so regions for the Underhusen to consider when putting together Wintreath's.
