  • It's certainly unfortunate, Horse did know what he was doing as Field Marshall. Well, he was good at running it I suppose.

    But regardless of which way you think about this, the issue has been resolved at this point and it would be in our best interests to work toward preventing a similar occurrence. Nothing too extreme, but maybe some simple legislation or restrictions to tighten up security within the government and HR.

    The Underhusen can't legislate anything that impacts the operation of the Executive.

  • We're discussing potential measures in the Riksråd to increase security in the Executive government.

    Of course, I would expect the Underhusen to take the lead in any effort to secure its chamber if it feels the need to, through changes in Citizenship requirements, electoral law, chamber membership requirements, etc. I feel that's entirely in its scope.

  • Are we allowed to legislate on the HR? I thought that was a branch of executive authority commanded by the Monarch and the Jarl/Thane of Defence - part of the Cabinet, which is I believe still part of the Executive here.

    What areas could we legislate on in order to improve the security standards of the HR? General citizenship requirements? I'm not really sure where we have authority.

  • Well yeah, actually, that's what I had in mind. General laws for obtaining citizenship, or what actions should be taken if something like this reoccurs, that sort of thing.

  • We already have a policy not to admit people into the Hvitt Riddaral if they're serving as part of any other military. However, as Horse was already in the military, he was grandfathered in with the previous policy.

    Citizen requirements can be modified by amending the Citizenship Act, and generally the Storting could modify or add to election procedures, as long as doing so didn't contradict the Fundamental Laws, in which case an amendment would be necessary. Of course, crimes like espionage and release of classified information could also be covered in a code of laws, which would detail the crimes and associated punishments for various things. Had those been legal crimes at the time, Horse would have been charged with them in addition to the Executive actions taken.

    I've talked to Chanku about having a code of laws drafted, and it seems the main issue may be that the Underhusen isn't sure what that involves. If it would help, I could compile examples from the top 20 or so regions for the Underhusen to consider when putting together Wintreath's.

  • This does raises questions about citizens loyalty who are involved with, in whatever capacity, other regions. Especially if those are important members of the government.

    Wintreath is expanding very nicely. I would urge the government to try and bring in more newer active members in to the government, even just in supporting roles initially.
