1. Title
  1.1 This shall be titled the Freedom of Information Requests Act

2.Requests
  2.1 Any Citizen who voted in the previous regular election shall be able to petition the Government for the
       release of Information.
  2.2 Once a valid request has been made, a petition is created which requires 30% or more of the electorate
       to vote in favour of it. This milestone reached, the petition is considered recognised, and the government
       is required to act upon it.
  2.3 The Petitioner (author of the petition) can specify which, if any, department they desire to disclose
       information. If none is specified, it is assumed the whole government is specified, and it must then
       provide information from ALL branches on the requested topic/matter.

3. Release of Information
  3.1 Release of information for Wintreath Entities.
    3.1.1 Upon gaining the required number of votes, the Monarch will appoint a random citizen to whom
            the task of gathering the requested information shall fall to.
    3.1.2 Information gathered is to be posted in the Petition topic, which is then locked. Further discussion
            is to be carried out else-where.
    3.1.3 The ministry or entity under orders to provide information is required to comply, granting access
            where necessary to closed forums or files.
    3.1.4 If the investigating citizen feels they have not met with full co-operation from the ministry or the
            entity under orders to comply, they must note so in their report.
  3.2 Release of information for Wintreans
    3.2.1 Upon gaining the required number of votes the citizen must release the information to the public
            in the same manner as listed in 3.1.1.
    3.2.2 If an individual under orders to release information chooses to leave, the case is closed, and any
            requested information known to the Government is made public in the manner listed in 3.1.1.

4. After the Release of Information
  4.1 Concerning Wintreans
    4.1.1 Upon releasing the requested information the Wintrean does not need to answer any questions
            regarding the matter
  4.2 Concerning Wintreath Entities
    4.2.1 Upon the disclosure of requested information, the ministry or entity is no longer required to
            provide access to closed forums or files.
    4.2.2 Should the disclosure of information reveal wrong-doing on the behalf of the ministry or entity,
            the matter will be placed before the courts of law, and dealt with in due process.
  4.3 Concerning Legal action against Wintreans
    4.3.1 Should the disclosure of information reveal wrong-doing on the behalf of an individual citizen,
            the matter will be placed before the courts of law, and dealt with in due process.

5. Exclusions
  5.1 The Following information shall be excluded from this act:
         - Personal Information (including: real name, age, residence [state/country], contact details etc)
         - Information from non-Wintreans, although if they so wish a non-Wintrean can provide evidence.
         - Information not pertaining to a Wintrean or to Wintreath, excluding matters of foreign affairs
           if such is the focus of the FoI request.

6. Notes
  6.1 Whilst it is noted that the continued operation of the mechanisms of government is of course an
       important matter, if there is evidence to suggest corruption or law-breaking on the behalf of the
       government, ministries or bodies, it cannot be kept secret. To do so would defeat the point of
       this Act.
