I've updated the registry in general.

I want to register the House of Belmont.

Patriarch: Lord Gabriel Belmont (Me)

I plan to run a Citizenship check and then update the houses tonight.

House: House Penguon
Patriarch: Gabriel Penguon (aka me)

Houses are now up to date!

Is there somewhere I could see a list of people in each House?

Generally families are responsible for maintaining their own member records. The Government is only responsible for maintaining the family listing.

House members are meant to be other forum users/citizens etc, I believe, not NPCs.

Not particularly, but I just mean that they need to be an actual person rather than a name on the paper The House system is supposed to encourage active cooperation in the region by citizens etc so it kinda defeats the point if half of the house don't actually exist.
