Under current law, the Citizenship and Demonym Act does two separate things as the name implies: defines Citizenship and an demonym. However, this is not tenable under the new law because the Citizenship portion is an Act of Cabinet and the Demonym portion is an Act of the Landsraad. Therefore, the act must be split into two separate laws, which is what this proposal does.

Initial discussion will last for at least 3 days from this post, as per the new procedural rules of the Landsraad.

1. Title
1.1 This act shall be cited as the Demonym Act

2. Demonym Act
2.1 The official demonym of Wintreath shall be Wintrean.

3. Amendments to the Citizenship and Demonym Act
3.1 Section 4 of the Citizenship and Demonym Act shall be struck null and void, and all subsequent sections shall be renumbered accordingly.

3.2 Section 1.1 of the Citizenship and Demonym Act shall be amended to the following text:

1.1 This act shall be citied as the Citizenship Act.

I thought these modifications were happening by royal decree? How can the Landsraad be modifying the Citizenship Act when it doesn't have power over it?

@taulover: Technically I'm the one modifying the Citizenship Act under Section 9 of Decree 013. At this time the Landsraad is merely advising me in the process utilizing the procedures that I created a bit earlier. That's one reason those procedures are just provisional, since none of that would make sense after things are properly established.

I considered updating the laws by decree, but I worried that amending legislative acts by decree might be confusing to people reading the codex later on. It mixes executive and legislative methods, and that doesn't seem like a very clean way of doing this. Then I remembered that I was specifically granted legislative authorities, meaning that in addition to decrees I can pass legislative acts myself. So here we are.

So this bill is essentially just solidifying the separation of the Citizenship and Demonym Act as it already exists in the Law Codex? The Act will continue on as the Citizenship Act (minus the demonym section), and there will be a new separate Demonym Act?

If so, sounds good. If I were to nitpick, though, I might switch sections 3.1 and 3.2 since the former changes the name of the act referenced in the latter, and I would change the last bit to "shall be struck null and void, and all subsequent sections shall be renumbered accordingly" to better match the wording in more recent legislation (plus stricken is a strange word lol).

(Side note: all the different formats/numberings for bills has become very apparent with the new Codex and is something that would be very pleasing to standardize in the near future).

I'm a little confused - you're saying that the Landsraad holds power over deciding the demonym title, but not over the requirements of citizenry? Why then is this act being retitled to the Citizenry Act when it seems primarily concerned over demonym?

According to Decree 013, the power over "Changes in the requirements to gain or maintain Citizenship" is now vested in the Riksraad while "Adoption of community symbols" is for the Landsraad.

So yep, I would think the Landsraad has power over the demonym title, which explains this split-off bill from the old Citizenship and Demonym Act. This bill which will be passed under Landsraad is titled the Demonym Act, while the old act containing provisions on citizenry requirements is being directly categorised as an Act of Riksraad and retitled the Citizenship Act.
