Oh, I somehow envisioned this as a single law topic.

Are there really that many non-amendment laws? Not counting commendations (which could probably just get their own subforum section or made into one thread under the Wintreath Commendation Act) or a few now redundant/unnecessary laws that could now be repealed (e.g. Judicial Offices Act, Underhusen Elections Clarification Ac, Declassification of Private Storting Discussion, etc.), I only count about a dozen. Besides, the most important law(s) could just be pinned to the top if needed.

Really, though, the Codex could probably get its own forum section on par with the Frosthold Castle and Citizens' Platform to better organize these laws (especially since only one part of the Codex is related to the Storting/OA where it's located now). That'd allow all the subsections to move up a level to allow for an extra level of categorization based on type (paragons, commendations, PNGs/criminal law, grammar fixes, etc.).

That's fair. If we just split Commendation and Paragon acts into their own subforum(s) then things would become much more organized.

Tonight I worked on amendments to the Citizenship Law, and got up to mid-2017. Because the Persona Non Grata act also amended it, I put it in the old law archive too. Because the new legislature will have no authority over PnG declarations, I will repeal that Act prior to it being established and replace it with a decree.

It's just a result of forum mechanics. Older topics get pushed down to the bottom.

If it's that big of a bother, I'm sure we can change that for those particular forums. Right now I'm not sure what the final layout of the codex will be or even if they'll stay on the forums or go back to the website page. I'm just putting in the laws and seeing how it works.

The entire history of the Citizenship and Demonym and Judicial Offices Acts have been completed! The Fundamental Laws and Citizenship and Demonym Act were by far the most amended law we had, so the rest of this should proceed a lot faster.

You missed the The Community Citizenship Amendment Act (aka the OG removal of the nation requirement) and the Citizenship Requirements Rectification Act.

In terms of tangible effect on the community, these are two of the most impactful pieces of legislation the Storting ever passed, and I'm surprised you missed them. The current history thread implies that removal of the nation requirement was something that was only ever incorporated in 2020-2021 when the groundwork was originally laid in 2016. (As the person doing citizenship revocations, surely you remember that people could've kept their citizenship via the 5-post requirement much earlier than 2020. )

On the other hand, major kudos for finding the Rectification of Citizenship Requirements Act (not to be confused with the Citizenship Requirements Rectification Act), which I did not know existed and which was not on the laws archive (it seems).

I also discovered that a section of the Act that had been removed by the Persona Non Grata Act was never actually removed. The more I work on the Law Codex, the more I think something like this has been needed for some time...something that not only shows the amendment text, but shows the actual changes in the acts so you can see how they've actually changed over time.

If we're confused and missing things after being around for years, is it any wonder our law has been overwhelming to new people?

In any case, I have added in the missing amendments to the Citizenship Act, and also put up the full Codex for the Charax Romanov Act, which has thankfully only been amended twice.

@Wintermoot heads up that the Definition of Public Amendment Act also added a period to the end of the sentence as a small typo correction, which you missed in the final Amendment Affect and Current Text sections.

Oh and now that I wrote that I also noticed that in the later laws you posted, you wrote Affect instead of Effect for some reason. (Sorry about all these typos being pointed out.)

Fair. I guess I was thinking less in terms of the actual law, and more the fact that we definitely had people with post-based citizenship for several years already. Which is something you don't need to remember the actual amendments for to know, since these were real people we've been with for years now (and which you did citizenship checks on).

The codex is far from complete, especially since I've decided to bring over the old Storting resolutions and procedural rules, but I've accomplished the bare minimum needed to take the next step, which is going through the laws and striking/modifying them by decree so that they are inline with the post-FLAMES constitution. Then we can formally establish the Landsraad.

I decided to reorganize the law codex based on function rather than authority. There's now a section on constitutional and general law, royal decrees, treaties, individual recognitions, resolutions and rules for the new legislature, and resolutions and rules for the old one. Individual recognitions include the revocation of Govindia's Citizenship and declaration of PNG status as well as the Chanku Censure Act, with the understanding that recognitions aren't necessarily positive . I'm sure the organization will change more over time. I really like that amendments are folded into forum topics, but I don't really like the topic view for the law codex. I may eventually just update the law website page to point to forum topics and hide the actual forums, but I'm not sure yet.

I am however concerned that this reorganization will be confusing for both new and seasoned legislators as we build our new system. The newly changed separation of powers between the Monarch, the Cabinet, and the Landsraad won't be immediately clear. People will be seeing laws that the Cabinet has jurisdiction over right next to laws that the Landsraad has power over, with no way to distinguish the two. I think this would make it incredibly unclear to citizens which things each body has the power to amend, and furthermore create confusion when new laws are proposed since it will be hard to glean from example which proposals should be done by which body.

However, if you really think this is a good approach, wouldn't the logical conclusion be to also merge Royal Decrees into this categorization system of function rather than authority? Most of the Royal Decrees are general laws setting up government structure and such, while a few are individual recognitions (largely negative in the realm of foreign policy, i.e. PnG declarations).

It's hard to say...I like that there's a section that gets to the core of the law, because I think one of the things that made the old law page intimidating was the amount of recognition acts that bloated the statutory law section. When you remove those, there's only the Fundamental Laws and 15 core laws (fewer after I take my red pen through some of them). On the other hand, it's not clear whether the Riksraad or the Landsraad will be responsible for which law, and that isn't optimal.

A solution could be to have nested subforums (ie Law Codex -> Landsraad -> Individual Recognitions and General Law forums), but you already know the issues with that.

Probably the real solution is to either rewrite the old law page to point to the forum threads and hide the codex forum (meaning it would be easy or organize the laws however we want) or to make it so the law codex forum is presented in a different way (as we've done to some extent for the roleplay and consulates forums). We're just running into the limitations of how you can organize things within a forum.

Right now my focus is on getting the Landsraad up and running though, and I'll complete the law codex and do any reorganiation work after that's done.

If we really wanted to stick with the forum format without nested subforms, I feel like separating out Landsraad and Cabinet general law into their own subforums would be good.

Otherwise, nested subforums might not be too bad of a thing for this particular use case since it's all archival, so the weird bugs aren't as much of an issue?

Would agree that potentially still having a bespoke law page that organizes them may be good. (Maybe even just a directory topic? But that runs into really bad issues of maintainability.)

I think it's probably important to remove this unclearness/ambiguity within the laws archive before the Landsraad gets set up, since I think legislators in the early days of the new legislature will be referring to the existing corpus a lot to figure things out.

I think having a forum under the government section that says Codex of Law is more intuitive than clicking the Wintreath menu and finding the law page there, though it also should be possible to create a "forum" that's actually a link to a page.

We could create a directory topic, and even pull its contents into a law page the way that the government listings pull from a post, but that would require manual effort on top of the manual effort of maintaining the codex itself. We could try to create a script to organize the codex based on what subforum they're in to avoid that manual effort as well, though that's more on me to do that if we go that route.

I honestly don't know what the best route to go is beyond feeling that any law links should go to the codex topic instead of listing all amendments like the old law page did. I'm open to ideas and input on that.

If it's necessary to clarify in the Codex which laws are governed by the Riksraad and Landsraad, the easiest thing would be to just add one of those old tags in the title of the acts. For example, "The Citizenship Act" could be changed to "[Riksraad] The Citizenship Act" while "The Commendation Act" could be changed to "[Landsraad] The Commendation Act".

In that case I think it makes most sense to separate Landsraad and Riksraad law, while also separating out Individual Recognitions in its own section (whether it's its own subform or a nested subforum). I really do believe that squishing them together will only create confusion.
