Are there really that many non-amendment laws? Not counting commendations (which could probably just get their own subforum section or made into one thread under the Wintreath Commendation Act) or a few now redundant/unnecessary laws that could now be repealed (e.g. Judicial Offices Act, Underhusen Elections Clarification Ac, Declassification of Private Storting Discussion, etc.), I only count about a dozen. Besides, the most important law(s) could just be pinned to the top if needed.
Really, though, the Codex could probably get its own forum section on par with the Frosthold Castle and Citizens' Platform to better organize these laws (especially since only one part of the Codex is related to the Storting/OA where it's located now). That'd allow all the subsections to move up a level to allow for an extra level of categorization based on type (paragons, commendations, PNGs/criminal law, grammar fixes, etc.).
