We have tried all three options. We tried option 1 in 2015 and barely got a majority because the nay voters were arguing about all the details of the bill rather than the overall point behind it -- I have zero doubt that any OA bill the Storting passed now would get shot down in referendum because not enough people agree on the implementation. We tried option 2, but everyone complained that the Cabinet should not have the responsibilities of a legislature, and on top of that Wintermoot was uncomfortable with entrenching the Cabinet in the Fundamental Laws. That leaves option 3, which is the compromise solution.
Nobody has been more involved in trying to figure out a fix to the legislature here than the members of the Burner party. If the Storting is burned down, we will have no legislature, and so only then will there be immediacy in figuring out the next step -- we just need to get past the UH to get there. And make no mistake that this is just the first step and not the end solution. I for one will 100% be working to help figure out the next step, and I expect the Burners to make up the very few people who will actually be working on a successive and successful legislature.
