Technically I don't know if this is within the authority of the legislature and if not this can quickly be ignored and tabled. Largely I've been told to run for thane of integration but as I'm here now in this role and with the influx of new members I think its important to at least try to get something going here.

I'd like to propose the introduction of a new pinned thread at the top of the Frozen Oracle section or something similar that would serve as an introduction to the region and an index for new members. Written in tandem with regional leaders.

It would have sections introducing regional history, the branches of government, forum games and roleplays ect. With links to appropriate sections/threads/examples and instructions on how to get involved. This would allow quick easy linking both in regional telegram form and here on the forum itself for new members giving them the chance to read about and learn how to get involved in the areas they most care about.

If this isn't our authority I apologize.

It is indeed outside the authority of the Storting, though it can certainly pass a resolution requesting anything of the Monarchy or administration.

But I think it's a good idea, and if somebody wants to create and maintain such a thread, I would be happy to pin it. Some of those topics will also be included in some of the new sidebar menu options that I announced tonight as well. I think we're on the same page, at least.

Sorry for the double-post, but on further reflection I don't think I gave the most comprehensive answer.

It's definitely within the Underhusen or Storting's power to direct one of their own members to create and maintain such a thread, just like Underhusen directs the Speaker or Officer of Information to do certain things. It can also delegate to the Monarchy, although it can't delegate to a specific office or member...usually in the past the Storting has used the language "the Monarch or their designee" to get around this. What it can't do is legislate that a topic be pinned, because that's an administrative power, although it can certainly request it in a resolution.

I don't think legislation is required in this case since it's more a matter of you having the idea and me saying I'm happy to pin it, but depending on how its written it can certainly be done.

The Fundamental Laws states the following:

14. Each chamber of the Storting shall have the authority to issue non-binding resolutions expressing the sense of their chamber in relation to all matters.

Under this authority, the Storting (in this instance, the Underhusen) can issue a resolution indicating their desire to have our integration and information posts regarding government updated, request such from the Monarch or his delegate or request a Member of their own chamber take up that responsibility.

This is the route I'd follow to get things moving. It'd also be nice to establish a precedent for usage of FL I.14 in this manner, as so far I think it's only been used for the Chanku Censure Act.

Yep:

• A request on FA policy re: Lazarus (which the Monarchy responded to immediately)
• A request to the OH and Monarchy to implement the thorough grammar checks instituted by Mathyland (completely ignored, to my great annoyance)
• Two separate resolutions enshrining the Potatoe (the first of which asked for procedural changes and is largely ignored, and the second of which didn't really request anything)
