Based on the discussion here, this proposal would count donations of at least $5 in the previous month as a method of maintaining Citizenship, along with the existing methods of maintaining a NationStates region and making at least 5 forum posts in the previous month. Green text indicates the actual changes to the Citizenship and Demonym Act:

The Supporter Citizenship Maintenance Act

Title
1) This Act shall be cited as the Supporter Citizenship Maintenance Act.

Amendments
2) Section 2.1 of the Citizenship and Demonym Act shall be amended as follows:

2.1 Citizens are required to keep the nation which they gained citizenship with within the region unless they inform the person (or government agency) empowered to accept or reject citizenship applications in accordance with relevant law of a change in Citizenship Nation, with the new nation they wish to designate as their Citizenship nation. Citizens that have made five posts on the Wintreath forums or made a financial contribution to The Winter Nomad of at least $5 (USD) during the previous calendar month, after their second month of citizenship, are exempted from this requirement. Any individual wishing to obtain citizenship must have a nation within the region in order to qualify for citizenship.
