Title
   1. This Bill shall be cited as the Overhusen Appointment Amendment Bill.

Amendment
   2. Article 6 of the Fundamental Laws of Wintreath shall be amended to read as follows:

6. The Monarch shall announce his or her appointments and reappointments to the Overhusen at the conclusion of elections for the Underhusen. The Monarch shall at the same time also appoint a Chairperson of the Overhusen, who shall execute the procedural rules established by the Overhusen. In the event of a vacancy, the Monarch shall have the authority to appoint a new peer to fill the vacancy.

This Bill will be open for 48 hours of debate before expiration.

Is it specified anywhere the number of peers the Monarch can appoint per term, or is that decided by him or the Overhusen itself? Might want to qualify that at some point.

"5. The Overhusen shall be comprised of no less than three and no more than five peers appointed by the Monarch of Wintreath, who shall also determine the exact number of peers during each session."

Well... That definitely needs to be changed, the upper limit is ridiculously low. Depending on how popular/populous the region gets we might have anything from 10 to 20 Underhusen members, and although obviously the Overhusen is smaller it will need to be larger than an upper-limit 5.

E: The JOA talks about how to determine the number of cases individual members of the Storting can preside over at one time and it addresses a point where there are "6 or more Peers" I believe. What's the procedure here?
