This Act shall be titled as the Procedural Rules Of The Underhusen Amendment XVII.

Amendments
Section 5 of the Procedural Rules Of The Underhusen shall be amended to read as follows:
5. Any Skrifa other than the Speaker may motion to vote or second a motion to vote on any proposal once the two-day debate period has expired. The Speaker shall open the vote no later than five days after the motion to vote has passed.

@Chanku, @Katie, @Gabrielle, @Elbbsas , Hello, everyone, I just wanted to get your views on this particular topic. As I have said previously, I feel that the original wording of Section 5 leaves it open to the interpretation that the Speaker, while they cannot motion to vote can second a motion. I feel that this violates the spirit of the rule and, in my experience, Speakers follow the precedent that they do not second motions. As such, I see no reason why we should not close this potential issue. What do you all think? I would especially like to get Chanku's view on this.

Sorry I had some other things to focus on, in any case the wording seems a bit off although I can't exactly put my finger on it. I'll try to come up with some substantive reasoning beyond that though.

Given the extended period that the forum was down the day before yesterday and after consultation with all the Skrifa I am not going to count the period where the forum was down for the purposes of the motion to extend debate. Therefore, the motion will now expire on the 11th, not the 10th.

*Phew* I finally have gotten to doing Wintreath stuff. I see nothing wrong with this but I'd advise @Chanku to get her final opinions in soon. She seemed to feel a bit off on the wording.
