I dunno, auto-tabling dead bills can make sense, and so does making tabling a bill place a moratorium on it for the rest of the term. But extending that period, plus creating an exception to that moratorium, seems to me like creating a needlessly complex set of rules (particularly for newer Skrifa who may not be fully aware of all the Procedural Rules). Especially when letting dead and tabled bills proceed organically seems to work fine—tabled (and dead) bills tend not be revisited in the next term anyway, and leaving this open leaves open the option of revisiting something should there be a need to.
