Hm... maybe have it where any bills introduced in the last.. 14 days of the UH is exempted from this rule @Katie? I think 2 weeks is plenty for anything prior.

I dunno, auto-tabling dead bills can make sense, and so does making tabling a bill place a moratorium on it for the rest of the term. But extending that period, plus creating an exception to that moratorium, seems to me like creating a needlessly complex set of rules (particularly for newer Skrifa who may not be fully aware of all the Procedural Rules). Especially when letting dead and tabled bills proceed organically seems to work fine—tabled (and dead) bills tend not be revisited in the next term anyway, and leaving this open leaves open the option of revisiting something should there be a need to.

I like the original proposal, it's good to put stuff in writing like this, it keeps things organised and formal plus maybe it does open the door to being more organised with tabled bills.

I think where it would get tricky with the moratorium idea (whether it be for just the sitting term or further on to the next) would be the wording, how would you say that a specific bill can't be re-proposed. For example would changing the wording let it be re-proposed or would any bill with the same core notion have the moratorium placed on it, who would decide if a Skrifa did propose a similar bill that it was against the rules, the speaker, the citizens on this board, Wintermoot; or no one and it would just go on in breach of the rules? It could all get very tricky.

These are the kinds of problems I always had with my attempts to pass legislation that would give firmer procedural rules to make it easier to organize and read through; most of those attempts failed. It would be a really good conversation for the UH to have, but I don't think it should have a lot of bearing on that current proposal, and when someone is planning on writing it remember to consider a lot of this stuff, always try to KIS, Keep It Simple.

I agree with HannahB and taulover here. I think limiting the process of tabling like this is needlessly convoluted and solves a problem that doesn’t really exist. I do, however, apprecate your observations on it @AJ BLarg
