Per month there should be no issue if it's something that pretty much anyone can do, like even 30 posts, since that's about a post a day.

It's when it turns into posts per day that it becomes an issue.  1 a day is easy, and some people do multiple posts in a day, don't post for a couple, and do the same another day...which is fine too since it still adds up.  Heck, even less is fine, since sometimes it's impossible for people to pop on much with busy lifestyles.  Really, anywhere between 10 to 30 posts a month is a good area.  I'd rather the thought of someone being active for 10 days of the month to post once each of those days, rather than just 5.  Personally, I still think it should be 20-25 if we're doing it by month, but anything within that 10-30 range is fine enough too.

I think 5 is fine. Remember, it's not how many posts for every 30 days; it's for every calendar month. If someone gets really busy or for some reason can't post until a couple days left in the month, 5 would be much easier without forcing someone to just spam post. Plus, some people like to lurk more than post.

Very true.  Then again, spam posting isn't that bad, really, either... as long as it's regulated to the Dumping Grounds...
