When I was reviewing statutory laws, I discovered that when I crafted the first Modernization Act I missed a few references to the Storting in the Regional Clubs Act. This Act corrects that oversight.

Title
1. This Act shall be cited as the Omnibus Legislative Modernization Act II.

Amendments to the Regional Clubs Act
2. Section 2 of the Regional Clubs Act shall be amended as follows:

2. A Club shall be legally defined as a group of Citizens organized in common cause under a charter which has been approved by the Landsraad, with rights, privileges, and responsibilities as determined by this legislation and other lawful acts of the Landsraad, Monarchy, or Founder.

3. Section 3 of the Regional Clubs Act shall be amended as follows:

3. To start a Club, the prospective founder shall present a petition to the Landsraad, signed by at least five current Citizens, which shall include a charter that explains:
a. The topic and purpose of the Club.
b. A detailed explanation of the structure of the Club, including any Club positions and how those positions are determined. This should also include an explanation of how leadership will change if the current leader leaves or is no longer active.
c. The process of how a Club decision is made.

Amendment to the Legislation Public Domain Act
4. Section 2 of the Legislation Public Domain Act shall be amended as follows:

2. All proposed legislation (including procedural rules and resolutions) introduced into and/or passed by the Landsraad or Storting shall henceforth be dedicated to the public domain worldwide under the conditions of CC0 1.0 Universal, with all copyright and related or neighboring rights waived to the extent possible under law.

The good news is that I didn't find any other oversights, so once this, the Right to Abstain Amendment Act, and the ASH Act passes the process of converting our laws to the new system will be finished.

3c - first word should probably be capitalised to fit with the rest of the subsections having the first word capitalised. Otherwise, I don't see any issues!

We'll just edit in that one since it's just a grammar correction.

In terms of other oversights, shouldn't laws passed by the Storting still remain in the public domain indefinitely, so wouldn't it make more sense for Storting and Landsraad to be both mentioned?

I didn't know it was possible for something to be taken out of the public domain once it was in it. 

I don't think it is, but having it stated clearly in the latest version of the law might make things clearer.

Amended
Amended to take into account taulover's proposed change. Because the legislation amends more than one act, I have changed the name of it to the Omnibus Legislative Modernization Act II.
