Summary
@Charax was involved with Wintreath from before the very beginning, convincing Wintermoot to try his hand at starting a serious region after he left Spiritus. From there he had an extensive hand in drafting the Fundamental Laws, served as an insightful advisor to the government and the Monarch, became Wintreath's first Jarl of Foreign Affairs, and was named Crown Prince in recognition of his history with the region and ability to run it if needed.

When Charax was forced to leave NationStates and Wintreath in March 2014 for reasons outside his control, the community resolved to grant him permanent Citizenship in addition to a Commenation by first passing an an amendment to the Citizenship Act allowing Honorary Citizenship and then passing this Act to confer that status upon him. Later the name "Honorary Citizen" was changed to "Paragon" and Charax's title changed with it, effectively making him Wintreath's first Paragon.

Summary: As @Charax had been able to return to the region on a temporary basis by this point, Wintermoot pointed out that it would be odd to have a festival dedicated to someone who was active in the community and suggested that portion of the Act be removed, which the Storting approved of in this Amendment.

The Paragon Recognition Omnibus Amendment Act

1) This Act shall be cited as The Paragon Recognition and Citizen Amendment Act.

2) Article 3 of the Citizenship and Demonym Act shall be amended as follows:

3. Recognition of Paragons
    3.1 The Storing shall have the authority to recognize any previous or current Citizen as a Paragon of Wintreath if it feels the individual was an essential of member of the regional community, or performed invaluable service to the region, and/or otherwise embodied the principles, values, culture, or honour of the region.
    3.2 Paragons shall be exempt from the requirements of Section 2 of this Act and shall enjoy all the rights and privileges of Citizenship.
    3.3 The Storting shall have the authority to revoke recognition of Paragon status.

2) Article 2 of the Charax Romanov Act shall be amended as follows:
