    1. Title
      1.1 This act shall be cited as the Citizenship Act.

    2. Citizenship Act
      2.1 Any individual wishing to obtain citizenship must request the role through the Wintreath forums or website.
      2.2 Citizenship shall be permanent unless the member resigns their Citizenship through the Wintreath forums or website or Citizenship is revoked through one of the provisions of this Act.
      2.3 The Monarch of Wintreath shall have the authority to revoke citizenship from any person, so long as the Monarch makes a public announcement explaining the reasons for doing so.
      2.4 The Landsraad shall have the authority to revoke Citizenship from any person by a two-thirds supermajority vote, so long as the legislation revoking the Citizenship contains the reasons for doing so. Persons whose Citizenship has been revoked by the Landsraad may appeal the decision to the Monarch, who can restore Citizenship by decree.
      2.5 The Monarch, or any subordinate official appointed by the Monarch, shall have the authority to grant or deny citizenship to any person who applies.

    3. Recognition of Paragons
        3.1 The Landsraad shall have the authority to recognize any previous or current Citizen as a Paragon of Wintreath by a two-thirds supermajority vote if it feels the individual has been an essential member of the regional community, or has performed an invaluable service to the region, and/or otherwise embodies the principles, values, culture, or honour of the region.
        3.2 Paragons shall be exempt from the requirements of Section 2 of this Act and shall enjoy all the rights and privileges of Citizenship.
        3.3 The Landsraad shall have the authority to revoke recognition of Paragon status.

    4. Compliance with Previous Law
      4.1 Upon passage of the legislation, and in accordance with Decree 001: Section 6, Decree 001 shall be considered Void.

       2.1 Citizens who do not keep a nation in Wintreath shall have their citizenship revoked. A monthly sweep shall be conducted to ensure citizens are in compliance.
       2.2 The Monarch of Wintreath shall have the authority to revoke citizenship from any person, so long as the Monarch makes a public announcement regarding the revocation.
       2.3 The Monarch of Wintreath shall have the authority to declare any person as persona non grata. Any person declared persona non grata will be denied citizenship, ambassadorship, or any other privileges by the government of Wintreath.
       2.4 The Monarch, or any subordinate official appointed by the Monarch, shall have the authority to grant or deny citizenship to any person who applies.
       
    3. Demonym Act
       3.1 The official demonym of Wintreath shall be Wintrean.

    4. Compliance with Previous Law
       4.1 Upon passage of the legislation, and in accordance with Decree 001: Section 6, Decree 001 shall be considered Void.

    The Persona Non Grata Act

    1) This Act shall be cited as the Persona Non Grata Act.

    Restrictions of the Persona Non Grata Status

    2) No person who is currently declared persona non grata may be granted Citizenship, ambassadorship, or any other status which the Government of Wintreath has authority to confer.

    3) It shall be further requested that administration place a ban on any person who has been declared persona non grata that attempts to join any Wintreath property.

    Declarations and Revocations of Status

    4) The Monarch shall have the authority to declare any non-Citizen persona non grata and to revoke previous persona non grata declarations of the Monarch.

    5) The Storting shall have the authority to declare any non-Citizen persona non grata and to revoke previous persona non grata declarations of the Storting through a majority vote of both chambers.

    6) A declaration of persona non grata always has to contain a reason for the declaration.

    Redundant Provisions

    7) Upon passage of this Act, Section 2.3 of the Citizenship and Demonym Act shall be void.

    1) This Act shall be cited as The Paragon Recognition and Citizen Amendment Act.

    2) Article 3 of the Citizenship and Demonym Act shall be amended as follows:

    2) Section 2.2 of the Citizenship and Demonym Act shall be amended as follows:

    Summary: In April 2015, the government of our then-treaty ally in Lazarus was couped by a rogue delegate and others on behalf of the New Pacific Order (NPO), the government of The Pacific.  They set up the New Lazarene Order (NLO), which functioned as a puppet state of the NPO. In solidarity with our then-treaty ally, the Anti-NPO/NLO Citizenship Requirements Act barred individuals from holding Citizenship in both Wintreath and either the NPO or NLO.

    2. A section 2.2 shall be added to the Citizenship and Demonym Act immediately following section 2.1, to read as follows:

    2.2. The Storting reserves the right to exempt any Citizen from the provisions of section 2.1 of this Act due to an extended leave of absence from Wintreath under extenuating circumstances.
         2.2.1. Circumstances can include, but are not limited to: natural disasters, severe illness, extended hospital care, military training or deployment, extended stay in a remote rural area, or loss of a main source of income.
         2.2.2. A Citizen must hold Citizenship for at least thirty (30) days and declare intent to return to Wintreath in order to qualify for an exemption under this section. Compliance with these requirements is determined by the Storting.
         2.2.3. Exemptions may last no longer than twelve (12) months from the initial date of absence, as determined by the Storting.
         2.2.4. Any Citizen with an exemption under this section must return to compliance with section 2.1 of this Act within seven (7) days of their return to Wintreath.
    3. Subsequent subsections shall be renumbered accordingly.

          2.1.1 Keeping the NationStates nation which they gained membership with within the Wintreath region.
          2.1.2 Making at least five (5) posts on the Wintreath forums during the previous calendar month, beginning with their second calendar month as a Citizen.
       2.2. The Storting reserves the right to exempt any Citizen from the provisions of section 2.1 of this Act due to an extended leave of absence from Wintreath under extenuating circumstances.
         2.2.1. Circumstances can include, but are not limited to: natural disasters, severe illness, extended hospital care, military training or deployment, extended stay in a remote rural area, or loss of a main source of income.
         2.2.2. A Citizen must hold Citizenship for at least thirty (30) days and declare intent to return to Wintreath in order to qualify for an exemption under this section. Compliance with these requirements is determined by the Storting.
         2.2.3. Exemptions may last no longer than twelve (12) months from the initial date of absence, as determined by the Storting.
         2.2.4. Any Citizen with an exemption under this section must return to compliance with section 2.1 of this Act within seven (7) days of their return to Wintreath.

       2.2 3 The Monarch of Wintreath shall have the authority to revoke citizenship from any person, so long as the Monarch makes a public announcement explaining the reasons for doing so. Persons whose Citizenship has been revoked by the Monarch may appeal the decision to the Storting, which can restore Citizenship by a majority vote of both chambers.
       2.3 4 The Storting shall have the authority to revoke Citizenship from any person with a majority vote of both chambers, so long as the legislation revoking the Citizenship contains the reasons for doing so. Persons whose Citizenship has been revoked by the Storting may appeal the decision to the Monarch, who can restore Citizenship by decree.
       2.4 5 The Monarch, or any subordinate official appointed by the Monarch, shall have the authority to grant or deny citizenship to any person who applies.

    3. Recognition of Paragons
        3.1 The Storting shall have the authority to recognize any previous or current Citizen as a Paragon of Wintreath if it feels the individual has been an essential member of the regional community, or has performed an invaluable service to the region, and/or otherwise embodies the principles, values, culture, or honour of the region.
        3.2 Paragons shall be exempt from the requirements of Section 2 of this Act and shall enjoy all the rights and privileges of Citizenship.
        3.3 The Storting shall have the authority to revoke recognition of Paragon status.
       
    4. Demonym Act
       4.1 The official demonym of Wintreath shall be Wintrean.

    5. Compliance with Previous Law
       5.1 Upon passage of the legislation, and in accordance with Decree 001: Section 6, Decree 001 shall be considered Void.
