Hmm, I've just realized how badly my strategy is going to backfire as expansion is actively detrimental as a defensive tactic against an AP-specialty enemy. Not only would an attack by an AP enemy capture the province it's attacking, but it could then go on to capture each province I own connected to that as that would require AP and not EP (and it would by definition have at least twice as many AP as I have DP). So essentially the more provinces I own, the easier it is for an attacking enemy to defeat me. It would better for me to have a huge unoccupied space between me and the enemy as it would gain EP slower than AP.
Since this game has already started, I'll lie in the bed I made, but in future games, I'd suggest capturing provinces also require spending EP. I'd also think to separate specialty points gained per turn from the points cities gain per turn (e.g. decide what points your cities produced each turn instead of them all being tied to your specialty).
