For too long, Penguins have been unjustly thrown into prisons without proper representation or a fair trial.   This can no longer be allowed to stand, so I propose an act that gives penguins the right to the most basic right of a fair trial in front of a jury of peers.

Title
1. This act shall be cited as the Right to Habeas Corpus for Penguins Act

Definition
2. For the purposes of this act:
(a) Penguins are defined as aquatic flightless birds belonging to the Spheniscidae family.

Recognition
3. Wintreath recognizes that:
(a) Penguins are a very important part of the region of Wintreath
(b) Penguins are under constant threat by their mortal enemies known as the Polar Bears and Sea Lions.
(c) Penguins have been unjustly arrested and sent to prison, deported, and even executed without a fair trial.
(d) Penguins have almost always specifically been arrested by Polar Bear cops, or executed by hungry Sea Lions without mercy.

Resolution
4. Wintreath agrees to:
(a) Extend the concept of Habeas Corpus to our fellow penguin citizens
(b) Allow a jury of peers to include penguins in trials that involve penguins, polar bears, and/or sea lions.
(c) Formally apologize to its penguin citizens for their lack of fair trial and representation in court.
(d) Send a fair stipend to the families of penguins whom were wrongly executed
(e) Allow the appointment of penguins to legal positions such as Lawyers, Judges, and even cops to ensure that their representation is kept fair and just.

I'm open to edits to make it clearer, but I think this is a very worthwhile bill, since penguins have suffered for too long against crooked Polar Bear and Sea Lion cops.

(d) Send a fair stipend to the families of penguins whom were wrongly executed

That would be discussed in the next bill  (known as the Compensation for Families of Deceased Penguins Act) if this one passes, as there's no way to correctly determine just how much is fair to compensate for the loss of a loved one.

Though it'd be a one time payment, not a monthly one.
