MY QUALIFICATIONS

• Skrifa of the 13th, 18th, 19th, 24th, 25th, 28th Underhusen
• Speaker of the 24th Underhusen – made PB paragon, gave Commendation to Colberius, updated laws page
• Speaker of the 28th Underhusen – updated laws page again which I notice hasn't been updated ever since, helped implement Chanku's officer system
• Either wrote or helped write every single law in New Hyperion
• Helped negotiate/co-authored the Covenant of Fellowship Between New Hyperion and Wintreath
• Helped Mathy with his grammar check of Wintrean laws
• That's about it I think

MY PLATFORM

My primary goal this term is to update the laws page. The page has not been updated since my previous term as Speaker last June, which has led to quite some confusion when people attempt to reference laws that have not been updated. For instance, while discussing proposed amendments to the Citizenship and Demonym Act, Crushita did not realize he was looking at an outdated version of the law.

Our current Speaker, Chanku, has blamed the outdatedness on lack of permissions to edit the laws page. This is concerning, considering that it has been multiple terms and many months since Chanku was elected Speaker, and yet the Underhusen has still not yet gotten Administration (Wintermoot) to provide the proper permissions.

Interestingly, because Wintermoot has not yet changed the laws page permissions yet, and I was the last Speaker before Chanku, I actually still retain permissions to edit the laws page. Chanku has suggested that I perhaps work to update the laws page anyway, which I have not done for two main reasons. First, I am currently completely unaffiliated with the Underhusen, so it does not make sense for me to do clerical work in that capacity. Second, if I were to take on this work as a random citizen, that would be creating precedent for handing over this important work to a nonexistent/unofficial, unelected, and unappointed position, something I do not wish to happen.

As such, I will be seeking to become Speaker this term so that there is someone with the willingness, ability, and duty to edit the laws page. Should that not happen, I will strongly urge Administration/Wintermoot to grant the Speaker permissions to edit the laws page and for the Speaker to update said laws page. If they are unwilling to do this, I will then strongly urge the Speaker to create an Officer position dedicated to updating the laws page and appoint someone willing to update the laws, and for Wintermoot to give that Officer the permissions they need to update the laws.

The other usual incomplete goals:

• Continue identifying and correcting grammar errors
• Discuss giving Commendation to some more prominent members of our community (such as Laurentus, Doc, Gerrick, and HannahB)
• Fix various issues in the Procedural Rules of the Underhusen, such as ties in Speaker votes, ambiguity over Speaker's ability to motion, and inability to remove Speaker from office
• Try to implement policy in the best interests of Wintreans, etc. etc.

CONFLICTS OF INTEREST

• Co-founder, Lord of Propaganda, and WACom Delegate of New Hyperion
• Probably not a conflict of interest anymore since NH is our vassal now and the government there is dead anyway ):

Interesting. Why hasn't this been brought up in last few times we had similar discussions, including the previous time I wanted to become Speaker for pretty much the sole reason of updating the laws page? Or when I pointed out my reasons for not using my accidentally-remaining permissions for updating the laws?

I would also like to note, however, that Wintermoot seems to have tied this administrative position to the Speaker (and Chairman?) positions in recent years, to the point where this permission change seems to be simply part of what Wintermoot does for the Speaker masking.

Additionally, I gained said permissions in my position as Speaker, and as far as I can tell my current permissions are accidental, so I still do not think it makes sense for me to establish and/or strengthen precedent as a random person who happens to accidentally still have certain permissions to do things with said powers.

Oh, good, you wanna run for speaker anyway. I was thinking how I was gonna convince you to do just that.

No disrespect meant to Chanku, of course, but there were a few basic motions that really just required a simple 'this motion passes' that were just not done. I have no doubt Chanku would be able to steer the UH in any position he's put in for it, but a speaker needs to be able to do at least as much as just following the procedures, and so I couldn't think of a better person for this than you.
