Chanku For 32nd Underhusen

So, it's election time Wintreath, and as expected I'm running again. As to why I am running, beyond me usually running, I still wish to complete my goals that I've been aiming for these past few sessions, among the two big-ticket items are:

• Judicial Reform
  
• Underhusen Term Reform
  

As to the exact specifics and as to why I am supporting these issues, you can scroll down to the issue-section of this topic. I also intend to continue leading the Underhusen as Speaker, and my goals are to simply try and lead the Underhusen into activity by introducing bills and discussions onto the floor and to try and work on some issues in Underhusen procedure. As for Officer Appointments, I don't foresee many changes, beyond probably changing out the Speaker Pro Tempore with someone else.

Now as to my experience and qualifications, I've been here since almost the beginning. I've served in many sessions of the Underhusen and one session in the Overhusen, and have either influenced, authored/co-authored, or are mentioned  in our laws, I've been asked to give legal advice to both branches of the government, and submitted the first Amicus Brief in the recent trial that we had, in which my Brief was mentioned in the decision. In addition, I've served in many positions elsewhere, such as being Jarl three times (Information, Foreign Affairs, and Defense) before my current stint, and I am the current (interim) Jarl of Foreign Affairs. Prior to that (and still somewhat in my current position) I've served as Adviser to the Riksrad on matters of NSGP. Further I've defended Wintreath abroad numerous times. I would like to end this off with an apology for not entirely leading the Underhusen this session as well as I should have, unfortunately RL matters took much of my attention along with me having had taken over Foreign Affairs and having to rebuild it left little time for the Underhusen unlike I had been intending. RL has calmed down a little, and Foreign Affairs has gotten back on its feet so I can dedicate some more time to the Underhusen going forward.

Issues

Judicial Reform

I've long been an advocate for Judicial Reform, and as the recent trial has shown, there does need to be reform of this branch. As such my reforms will focus on working within our current structure, and additionally revising procedures to be better than our current ones.

With reforms within our current structure, my current plans are to introduce Special Panels, which will be used in very specific circumstances. These Special Panels are not made up of any party to the case, and do not necessarily pull from the current Storting. They are still randomly appointed, but the exact makeup will be different. These panels are ideally going to be used for issues dealing with the Storting, a majority of the members of the Storting, members of the Government, or issues where no Skrifa and Peer are impartial enough to hear the matter. Additionally, in order to prevent cases where someone just includes everyone in the Storting to try to force a Judicial Panel, I am considering adding in a magistrate system, which would be an independent office of sorts, that would be lead by a Chief Magistrate which would be appointed by the Monarch and Confirmed by the Storting. The Chief Magistrate would manage the Magistrates and also impanel special panels. Although this is currently less solid than the rest.

As for better Judicial Procedure, our procedure is unique, but it does not work well. It leaves a lot unanswered, and additionally does not take advantage of our unique structure. Some cases are better suited for one procedure than another, as such I intend to introduce a Code of Judicial Procedure that would bring this into reality, along with defining much more of our Judicial system.

Underhusen Term Reform

This may be accomplished this session, but I have my doubts. In any case, my main goal is to reintroduce the current amendment if it doesn't pass through the Storting before the end of the term.

Well, I'm just gonna come right out and ask: is your heart really in the UH? To be quite honest, none of the things you listed were things that seemed to require that much attention from you that you could not do the simple procedural tasks that the position of Speaker needed from you.

Or is it perhaps that you feel overwhelmed and/or burnt out? Because quite honestly, you've been the only person driving activity for months now, and were I you, I'd grow fatigued of the role.

Whatever the case, I hope you can continue your typically stellar work in the coming term.

I mean to be fair I had quite a few RL things, such as getting the Stomach Flu, which laid me out for a day or two and sent me to the ER, additionally I had the internet cut off because of the fact that the Stomach Flu (combined with having my Wisdom Teeth removed) prevented me from working, so I did have quite a few things going on this session.

Some of it was just me forgetting it because I decided to check it at work and forgot to mark it as unread again so I would remember.

I've always done this in the UH for the most part, I just have had other responsibilities that needed tending to first. Such as RL and organizing Foreign Affairs. The Underhusen could wait a little while I did that.

I'm not entirely sure what you mean by representative.

WRT the Judiciary it just makes it more independent and allows it to be a bit more fair in its decision making, and additionally adds a venue for resolution conflict between two parties.

The Term Reforms just makes sure that there is never a time where there is not a Storting in session that can not actually pass laws. Additionally, it also prevents an issue where there could be not enough people to stand for UH elections, and we end up with like 1-3 people in the Underhusen, which isn't really enough to be representative, so it at least keep the UH at a decent portion of representation.
