[DISCUSSION/DRAFT] Procedural Rules Legislative Formatting Act

    Title
    1. This act is to be cited as the Procedural Rules Legislative Formatting Act.

    Provisions
    2. A new section titled "Legislative Formatting" shall be added the Procedural Rules of the Underhusen immediately after the "Underhusen Procedure" section and be numbered as shown below:
    Quote
    1. The first section of all legislation shall be titled Title and contain the phrase ”This act is to be cited as the ___”, with the legislation’s title substituted. Any relevant notes regarding the title may also be added to this section.
    2. New legislation may be titled at the discretion of the author(s) according to its content, followed by the word Act.
         (a) The titles of sections following the title section within such legislation are up to the discretion of the author(s) according to its content.
    3. Amendments to existing legislation will be titled after the piece of legislation being modified, followed by the word Act unless they amend Procedural Rules of the Underhusen.
         (a) Amendments to the Procedural Rules may be titled at the discretion of the author(s) according to its content, followed by the word Amendment
         (b) The section following the title section within such legislation shall be titled Amendments and contain the text of the existing law as it would appear at the passage of the legislation.
         (c) When presented to the floor of the Underhusen, these amendments shall contain the existing relevant content of the law being modified.
    4. Non-amending legislation regarding the Procedural Rules of the Underhusen may contain a section titled "Provisions" as its second section.

    Despite my doubts about this, I present this bill to the Underhusen. This mainly changes the way we write Amendments, but I decided to include general formatting stuff in here as well. Since I'm so unsure about this, I've titled this as a Draft so that y'all can point out any changes to make.

  • First thing I noticed: Your numbering is wrong, there are two section 1.'s
    Secondly, Section 4(5) "4. Amendments to existing legislation will be titled after the piece of legislation being modified, followed by the word Act" brings up the problem that amendments to the Procedural Rules are traditionally called such and such amendment so I'd like a clause like this "(Number). Amendments to the Procedural Rules will be followed by the word Amendment as opposed to Act."
    I also just realized that the numbering of the Procedural Rules Amendments makes no sense. The Procedural Rules of the Underhusen (Amendment II) is actually the 3rd Amendment yet every Amendment afterwards makes the same numbering mistake, but that is neither here nor there.

    That’s fair. I’ll add that.

    Idk if there’s much we can do about that now, sadly.

  • I just realized, shouldn't this be an amendment to the Procedural Rules? Considering it literally has Procedural Rules in the title it should probably be formatted as such.

  • @Crushita There are pieces of legislation that add to the Procedural Rules but do not amend it, as well as legislation that does modify the Procedural Rules and does not have "Amendment" at the end such as the the Skrifa Action Appeals Act. Additionally, since this does not modify existing text of the Procedural Rules, it is not an Amendment.


    Edit: however, now that you mention it, even the ones that do not modify it still are laid out like Amendments. Interesting. I'll add that.
