Wintreath Honorific Titles Act (Discussion)

    Title
    1.This Act shall be cited as the Wintreath Honorific Titles Act.

    Legislation
    2. The Monarch shall have the right to grant Honorific Titles to any person, Citizen or Non-Citizen, as they shall see fit for service to the Region or the Monarch.
    3. The Storting shall have the right to grant Honorific Titles to any person, Citizen or Non-Citizen, as they shall see fit for service to the Region after a vote in both houses of the Storting.
    4. The Monarch and The Storting shall have the right to phrase any Honorific Title any way they see fit.
    5. Honorific Titles shall grant no additional abilities or privileges beyond a Ceremonial Honorific Title.

    I thought it might be a good idea to codify that we actually can grant Honorific Titles before we grant an Honorific Title. I've never been terribly good at writing legislation so if you think that the phrasing is off do tell. What do you all think?

    I would suggest removing the word shall (and variants of it), as it has several different definitions and can be vague.

    But in any case, if we have the authority to grant ourselves the authority to do it, then we have the authority to do it, as the Commendation of Wintreath itself was established by the Storting by an act, and can be considered a form of title, along with the status of Paragon.

    The only case where I can see the need to enshrine a law stating we can do something, is if there is debate about the fact that we can do it, which I don't think our ability to grant titles is in debate in this instance.

    Well, it could not possibly hurt to clarify that we can do it before we do it. Plus, granting Wintermoot that ability as well is, in my opinion, a good idea.

  • The best course of action is just to have an act allowing the Monarch to have the authority to grant titles, and then not explicitly mention the Storting's authority, as it goes without saying that we have that authority by the fact that we can do everything necessary and proper to perform our legislative duties.

  • Alright, first off, Section 1 should use "is to be cited as" instead of "shall be cited as". Just a minor issue with style, but I would prefer to remove Shall from all parts of the law, where possible.

    Next, I would suggest condensing Sections 2 through 4 together to get something like this: "The Monarch may, at his or her discretion, grant a title to a citizen or non-citizen as the Monarch sees fit, for their service to Wintreath or to the Monarch. The Monarch may style such titles as he or she sees fit, except for where it conflicts with legally established titles, and such titles do not confer any additional authority in of itself. "

    I would also suggest adding in a clause allowing the Monarch to rescind the titles with something like, "The Monarch can rescind or revoke any grant of title from this act, granted by the Monarch, at the Monarch's discretion." (This could also be appended to the condensed version with, "These titles can be revoked by the Monarch at his or her discretion."
