Expectedly, I vote Nay.
I have spoken out about this bill at length during the discussion, and with several people in private. However I still feel that I must expound upon my reason for voting the way I have. First, it violates one of the most fundamental Wintrean Legal principals, the separation of powers between the Monarchy and the Legislature. While the Citizenship revocation does work similarly, it is also a bit different and there are much different circumstances surrounding it. Additionally, it will potentially lead to conflicts and issues between the Monarchy and the Legislature, when there should be none. Additionally back during the Sixth Storting, when this bill was drafted, the Storting had resolved to exclude any form of appeal and codified that the two declarations would be considered separate, while some of the circumstances have changed, I do believe that the general resolution to exclude it is still valid. Additionally, the Monarch still has a say within the Storting, as the Overhusen represents the Monarchy. Finally, the Monarch utilizes Persona Non Grata declarations as a tool for Diplomacy and protection of the community from external threats. The Storting can not always be privy to information the Monarchy has on someone, and sometimes the Monarchy needs to use it as a form of diplomacy for foreign matters. Additionally the Storting should not legislate in the area of foreign affairs, except for where it is granted the authority explicitly -- such as in Treaties and the declaration of a state of War -- or if it has been asked by the Monarchy directly. As such I can not support, or vote in favor, of this act.
Additionally, I oppose the two-thirds requirement for passing and rescind a PnG Declaration, even one from the Storting, as it cripples the ability for the Storting to pass or rescind its own PnG declarations. It creates an issue then tries to solve it by allowing the Monarch to rescind them, at least to me.
