They can amend it normally, and the reauthorization would be for the amended act. If they adopt it permanently, then they would either amend the reauthorization portion out of it, or they would reauthorize and then amend it.

The text just means that the version that is introduced can not have alternations, nor amendments. Amendments in this setting refers to a different form of alteration that is allowed in parliamentary bodies.

Yeah. While such types of alterations generally don't occur in the Storting, a future Storting could do so.

Why would the monarch need to have power over rps? If something is bad, isn't that the moderators job? Could someone explain please.

The Monarch himself would not be excercising power, it would be the Government, in this case, the Culture Ministry would have authority over the RP Gathering. And as things stand now, the Moderators power in the Gathering Portal is rather limited by the fact that the Monarchy and the Government do not have authority over the Gathering Portal.

Because a change in the text of the act would be changing the act itself. The reauthorization is to say that they approve of the act as it is. If they disagree with it, then a new version would either be passed, and thus this act becomes null or they reauthorize this act and amend it (or amend it prior to having to reauthorize it).

Pretty much. Since this is a stop-gap measure, if a future UH does not approve of this measure, then they should replace it. This isn't meant to be long-lasting, merely a temporary law for the period between this and a better law.

1. This act is to be cited as the Authorization of the Direct Management of Culture Act

2. The Storting hereby grants the Monarch the responsibilities, duties, and authorities to manage the Culture of Wintreath in all facets allowed by Wintrean Law. The authorities are all that is necessary and proper that conforms with existing Wintrean Law. This includes matters including, but is not limited too: Festivals and Festivities, Games and Gaming, and Competitions. It also includes the direct management, regulation, and control of any Role Playing or Role Playing matters. In gaps of law where no court decision, statutory law, or constitutional law exists, the Monarch has controlling discretion.

Opinion
3. It is the opinion of the Twenty-Ninth Storting that many of these authorities, responsibilities, and duties are Executive Powers, derived from the Executive Duties vested into the Monarchy in Article II of the Fundamental Laws. However, in the nature of ensuring that the Monarch explicitly is able to act in these matters, and to additionally enshrine these authorities within law.

4. This act must be reauthorized by every Storting within the first month of that session. If it fails to pass the Storting after the first month of that session, the act is considered null. Reauthorization occurs through this act being passed through the normal mechanisms for law, and must pass unaltered in form. If an amended or altered version of this is passed, then that act automatically repeals this act. The Twenty-Ninth storting recognizes this as a stop-gap measure until such a time that a better law is passed.
