    1. This bill shall be cited as the Procedural Rules of the Underhusen Amendment Act XVII.

    Amendments
    2. A section shall be added under section 12, which shall state the following:

    (f) Any Skrifa with an articulable reason may introduce a bill to remove the Speaker of the Assembly from his position as Speaker. This bill will require a majority vote of the Underhusen to pass. If passed, the Speaker of the Assembly will be removed as Speaker and the Speaker pro tempore will become Speaker of the Assembly for the remainder of the term.
    Skrifa have forty-eight hours to debate.

  • While I think the basic idea is good - is the Speaker supposed to preside over his own impeachment? If not, does the Speaker Pro Tempore effectively take over for the vote? How are ties resolved?
    IMO, combining the OH and UH for a vote of this nature would make a lot of sense. The OH speaker can preside, removing the messy nature of having a possible conflict of interest between a Speaker and an ambitious Speaker Pro Tempore, and both of them can thus be recused while still having enough votes to maintain a suitable quorum.

  • None of my questions were answered, and those are going to be major sticking points not just for me but for the OH too I'm sure. I'm happy to bring it to vote if those are addressed anywhere in the legislation.
