The general authorities of the Delegate are covered in my World Assembly course here.

Specifically to Wintreath, though, the Delegate would keep track of what's about to come to a vote in the World Assembly, present it to the community here for discussion and a vote, and then vote according to the wishes of the region. The vote should start before it comes to a vote in the WA, because voting early in the WA for or against a proposal often impacts its ultimate outcome. There could be exceptions to this, such as if a region we're allies with was the target of a commendation or condemnation, in which case there would not be a vote. The Delegate would also assist anybody in the region that was interested in drafting a WA proposal.

I plan on keeping executive controls for the Delegate off at the moment, but will consider turning them on when we have enough endorsements.

I've read the posts indicating interest, but I'm likely to retain the Delegacy for now, just to see how things work out in general in the region. I'll be calling on someone in the next few days/weeks, though.

Your plan works for me. I'm actually a member of my school's debate/trial team, so discussing the issues with the region and taking the final vote wouldn't be a challenge. I'd  the just vote the way a majority of the region felt.
