I'm indifferent about the wordng for the most part.  Since we're not breaking down doors and grabbing people and shaking them urgently, "urges" might be just a tad strong of a word.  I'm honestly fine with "advises," "suggests" or "recommends" since this is a non-binding resolution.

Can we change 'Advises' in C to 'Respectfully Requests' ?

And my own opinion on this suggested change: I don't like "Respectfully requests" because it implies (at least to me) that the citizenry is beholden to fulfill our suggestion, when we're just issuing our opinion/offering encouragement.

To me the "respectfully" just sounds like too much.  If this was a more urgent concern like Wintreath's position on the NPO, then it works fine.  For a grammar fix, however, it's not needed when asking people to be proactive and find mistakes we've missed.
