I suppose to me it's like having someone decide whether or not to press charges - who better to know than the victim?

The difference is that a police officer cannot charge someone for commiting an offense against them specifically. Its an even bigger conflict.

Is the monarch not also a citizen? Just have all citizens be able to lodge a complaint.

Its a fair thought. Stll, someone needs to enforce tge rules outside of the UH and I not crazy about the judiciary being the guards themselves.
