I'm going to say yes to androids simply because HK-47 was pretty much an AI in an android body. Cyborgs will probably be a big no-no.

I always thought that AI was illegal or at least heavily regulated which is why UGC went through so much trouble to hide the true purpose of HKR-47 and his intelligence. PAAR units, on the other hand, would be billed as 'Semi-sentient', which means you can have a conversation with one but they are still slaves to code. Just how extensive the intelligence of a PAAR unit, however, is a secret kept by the UGC.
