I was thinking about instituting a requirement for recruitment of elected officials. The idea would be that any person must recruit X amount of people prior to each election so they can stand. An example of this would be having to recruit 5 people before being allowed to be a candidate for an election. This would ideally be a requirement that would be required to be met in between each election, and must be met prior to the end of the nominations period.

I'm skeptical of the idea in general...I remember Mordor tried doing this in 2013, and it was pretty much universally despised and I think eventually repealed. And I think their requirement was only to send 25 or 50 telegrams a week...

That's more than even I was considering. I was thinking a flat amount between election periods. IE in order to run you must have sent X recruitment TG's before the end of the nomination period since the last election.

At the moment there isn't much for the Underhusen to do and there isn't much incentive to run or participate in the Underhusen, and until that changes if the barrier is too high and the payoff/reward isn't at least equal to it, then there is less desire to run.

I can send out 15 telegrams in less than a minute, and you generally need to send out 100 or so to get a single recruit. Given that, I'm not sure what this idea seeks to accomplish...

At the very least we get people to recruit. We can raise or lower the requirement as necessary, however we first need to get people in the door. Wintermoot you need to look at this as a perspective of someone who either doesn't recruit and/or is new. If we set it too high or have the requirements be too much, it's going to dissuade people especially as the Storting lacks much power at this time (with most of it resting in the Monarchy), therefore there isn't much incentive to run, adding a barrier that is too high would be a heavy disincentive to run. People (on a very general basis), want to maximize their gain and minimize their use of resources. If the gain is low and the use of resources is too high, people won't run. At the moment the Underhusen has little to do, so until the Underhusen has more power and people actually have an incentive to run setting it at anything above 15 would be a heavy dissuasion from running. If we can get more people to run, by giving it an incentive (which I have suggested some ideas to you and have been working with some people to try and come up with an idea) then I would be willing to add more. Further this will add people to the recruitment pool.

I'm sceptical that this is a valid strategy, and think that we could probably do more recruitment if the portal was more readily accessible, like permanently linked somewhere on the forums page or something.  I know that's generally what discourages me from recruiting lots of the time.  I have to spend like 5 or 8 minutes finding the appropriate stuff way in the bottom of the forum and stuff.  Then again, perhaps everything is already easily accessible, and I'm just technologically inept.  That is a possibility as well. 

Introducing.... Chanku argues against himself.

1. This act shall be entitled the Storting Recruitment Act.

2. All Storting members shall recruit to not less than fifty (50) NationStates nations per term.

    2.1 Recruitment shall be defined by the Wintreath recruitment portal.

3. Storting members who do not meet the fifty-recruitment requirement will be ineligible for reelection for one (1) term.

Anywho I am against this act. The members of the Storting should not be forced to recruit. Also what if something happens that causes them to be unable to recruit? Besides this just makes people want to be in the Storting less, and as such is not a good idea.

Further what if people have issues with having to recruit for Wintreath. For example me. While I love the Storting I don't recruit for Wintreath for a few reasons:
1) I dislike manual recruitment.
2) The recruitment portal is inaccurate. I prefer to use the API. As such if I were to use the API, even though I were to be recruiting for Wintreath, I would not be counted.
3) I am apart of another government (in fact I am the delegate of a region atm), that I am recruiting for. As such I do not feel it would be right to recruit for Wintreath as well.

All in all this only harms the Storting and makes being in the UH less desirable. Further it's questionable if this can even be done, given the fact that it could possibly be violating a nation's right to manage their nation as they please.

Edit: It's also technically illegal as well. It requires all Storting members to do so, even those in the OH where the Monarch appoints them. While a somewhat liberal reading of the necessary and proper clause does technically, possibly, allow this, there is not explicit grant of power to the Storting to allow for any restriction on an appointed office.

Recruiting isn't quite at the speed of 15 per minute because you have to send telegrams with an interval of more than 4 seconds due to the spam preventer thing. If you get the timing down really well, I would say you could get about 7 per minute, but your point still holds.

Yeah, at this point it seems more of a nuisance that people would have to go through to run more than anything else. If people want to actually recruit in large amounts (which is what would actually make a difference), then they would on their own. Forcing it as a requirement for running for office would, IMO, just dissuade people from both actions.
