      In order to keep the historical significance on the day when the First Underhusen took power in our region and established the legislative branch, this day shall be a day of celebration.

    1. Title
      1.1 This shall be referred to as the First Day of Wintrean Legislature Holiday Act, and shall be abbreviated as FDLHA.
     
    2. Holiday
      2.1 Name of the Holiday
        2.1.1 The Day shall be referred to as The First Day of Representation.
      2.2 The Holiday shall fall on December 7th
      2.3 All Non-essential Government offices shall be closed during the day, until 10:30 PM EST, after which the new Legislature shall take office, and all closed Government offices shall re-open.
       2.3.1 Non-essential will be defined in this bill as: Any government office that is not: the WHR, The king's office, or the Judiciary Branch.
      2.4 During that day celebrations shall occur, which shall be planned and managed by the King, and three Citizens whom the king shall appoint three months before the festival's date.
    Alright, so this is what I thought up, our first Holiday act. So this bill shall be open for debate for 48 hours for debate after which it can be motioned to be voted on.

    2.4 During that day celebrations shall occur, which shall be planned by the Jarl of Culture, should there be no Jarl of Culture, or the Jarl is absent and there are no plans or a person to take over the Jarl's operations, the Monarch may appoint a person to plan the festivities, and to manage the festival
    The change was due to the Monarch mentioning he might dissolve the Ministry of Culture, in order to prevent the need for an amendment, should the King dissolve the Ministry of Culture
