I personally think it's a load of bullshit that's a fun buzzword for hate-filled middle American preachers, hyper-conservative talking heads, and patronizing Republican politicians. However, I will do my best to play the moderate conservative devil's advocate and explain what I would think it is. It is super important to understand all sides of an argument, rather than lock yourself in a center-left echo chamber for all eternity. Here I go.
The "the gay agenda" is, put simply, the idea that sexual deviants (such as homosexuals, bisexuals, transgenders and so on) would like to spread their own ideas and increase their numbers and in many cases are doing so quite actively. It's not quite in the sense that "the gays are rising up against us" (certainly there are people who believe that), but the idea of a gay agenda and the surrounding rhetoric points to an increasingly uncomfortable social trend where unnatural acts such as homosexual behavior and gender fluidity are increasingly portrayed as a societal norm or even a societal good, which they are not.
The "gay agenda" mostly relates to actions by the LGBTQ community that go beyond the search for tolerance and start to become something like indoctrination. Things like the increasing acceptance or even welcoming of obscene gay pride parades, proposals for detailed discussions about homosexuality in public sex education (especially those that portray gay sex as positive or even superior to traditional marriage to our children), forcing the ostensibly sacred institution of marriage to bend to gay couples instead of accepting the "civil union" compromise, and the court case that now has established a legal precedent that forces good Christian businesses to serve gay weddings even when they would rather politely decline. None of these things, according to people who believe in a "gay agenda", could ever be claimed to have been done in the name of "equality". No, these actions are done for the sole purpose of encouraging and spreading a worldview that is wrong and against what we stand for as a people.
To boil it down crudely: The "gay agenda" is an agenda advanced by LGBTQ people, either knowingly or unwittingly, that seeks to establish in the public sphere a worldview that goes against traditional family values, which have provided not only social stability but social happiness as well. This is not something we should be cheering for and it probably is not something we, as a nation, even really want.
