I do wish to note that this IS technically false. According to the Fundamental Laws, while the Monarch may do everything he does with Ministries (Article II, Sections 2 and 6), it does not explicitly forbid the Storting from creating them or mandating the creation of them, as such due to that the Storting could, technically, create one due to the Necessary and Proper Clause (Article I, Section 10). However notice that I said technically. In reality an attempt would fail at the OH level and I doubt an attempt would pass an override.

Huh...I wonder if that should be changed, since the Cabinet should be the Monarch's area alone to create/dissolve Ministries and appoint Jarls.

To be fair there is a reason we have a recall and the OH. If we get a UH that somehow manages to override an OH veto on tampering with Ministries, you can recall the UH and replace them. Further attempting to do that would be political suicide anyway. So it shouldn't be an issue. If it does turn out to be one then I would gladly support fixing it, but this is one of those issues that isn't all that important right now IMO.
