The apples and lemons would basically be there to have the initial pool of assembly members (let's call all assembly members "fruits") who could judge the applications of the oranges, and so get the system going. That's really the only reason they'd be there. The system just needs someone to start it and get the ball rolling. And what better way to do that than to have five lemons and apples?
That said, I quite like the sound of having an election after x failed applications.
And as for giving the apples more power, I had actually considered it, but couldn't think of a way to do that without making things far more clunky than they already are.
