Amendment IX

We'll have to decide whether to vote on the bill (effectively deciding this wording is better) or table the bill (deciding the old bill is better). I mean, we could extend debate, but I've a feeling everything that needs to be said has already been said. If we choose this bill, I'll add in a clause that removes section 6(d) of the Underhusen Procedural Rules.

I request that you add "including supermajoritys" be added at the end of the amendment.

Does this mean we're extending debate? Or motioning to vote, but with some changes? Or something else?

Here's the thing: I'm assuming we want to define how abstentions tie in to super-majorities in any voting, even ratification votes?

Then perhaps something like this would be better?

A public Act?

A "Definition" act. E.g. Definition of Abstention Act.

A definition act would be a good idea. That way we can keep the ninth amendment in place and simultaneously creating something for the Overhusen to pass as well, so it can apply to that branch as well.

Should we table this one and go with that?

I'm just curious, @Wintermoot. That "definition" act I linked to was originally written by Chanku in the UH, where it passed and then proceeded to the OH, where it also passed. Should it not have been ratified by the citizenry as well? The act claims to apply to all laws, so I assume it would apply to the constitution and fundamental laws as well, thus requiring ratification?

By that logic, all legal definitions would need to be in the Fundamental Laws.

You might be able to make the case that it should have been if the word public was in the Fundamental Laws, but I think even then that's stretching it a bit. It's just an attempt to clarify a term, not alter or change anything. I don't see any issue with it being a statutory law, but of course of a Constitutional Amendment was passed with a different definition it would trump the Act.
