Preface
As this region grows, so will our citizen amount, and in order to make sure that only citizens whom nations reside within our region can participate in Wintreath activities, such as elections, and holding an office.
   
1. Title
    a. This shall be referred to as the Citizenship and Demonym act.

2.  Citizenship Concerns

  b. To make sure all citizens are members of this region and have a nation that resides in it, there shall be a sweep of
  citizens to ensure they have a nation in our region, failing to have a nation in the region, that was signed up with,
  shall cause the citizenship to be revoked. This will happen every month, at least the end of the month.

  c. This bill also grants the Monarch the ability to revoke citizenship, at any time, and is publicly stated, and they have the right to try their loss of citizenship at a hearing. Whether citizenship is taken away or not will be up to the Judge and the Monarch’s discretion.They will be given a week to state they are active, before it there citizenship is taken away.
   
 d. Citizens whose citizenship taken away due to inactivity will be able to reapply for citizenship at any point after it is taken away, as long as they are not declared Persona non Grata in entering Wintreath.  with Personal non Grata shall be defined as any member, outside of Wintreath, deemed a threat by the King, Delegate, or Underhusen by a vote.

2. Demonym Act
     a. All Citizens shall also be officially referred to as Wintreans in any documents, in order to prevent confusion on the term that should be used. This term shall also be used in legal documents when referring to the citizens as a collective whole.

3. Compliance with previous law.
    a. Upon passing of the Legislature, and in accordance with Decree 001: Section 6, Decree 001 shall be considered Void.

In order to try and override the Overhusen, I hereby re-introduced this bill onto the floor for debate for a 48 hour period. Afterwards a motion may be made to re-vote on this bill, which would require the amount of votes to Override the Overhusen.

Today is December 22, 48 hours after this was published...and I don't particularly object to anything in this bill

There are multiple problems with this act, and I hoped someone else would notice them. A big issue is the grammar within the act. The author needs to revise it so it is understandable and clear as to what it is trying to say.

With my opinion added, I ask Skrifa Crya to rescind their motion to vote.

Alright, however if Wintermoot would go absent and we needed to declare someone PNG then we would have to wait for him to return. Maybe I should change that section

I should probably have stopped in on this debate earlier.

Other than the issues Denth pointed out, one reason that I voted against this in the Overhusen is that it has no clause allowing denial of Citizenship requests, unless they have been declared persona non grata before hand. There are currently several people that are not persona non grata, but would not be given Citizenship, such as The Salaxalans from Spiritus. If this Act as written was to replace Decree 001, we would be forced to declare him persona non grata in an official statement, which I think is more official attention than he deserves.

Also, to answer Chanku's question, if I were to go absent, Charax would assume leadership of the region as Regent of Wintreath until my return.

Here are my modifications to the act:

Title
   1. This act shall be cited as the Citizenship and Demonym Act.

Citizenship Act
   2. Citizens who do not keep a nation in Wintreath shall have their citizenship revoked. A monthly sweep shall be conducted to ensure citizens are in compliance.
   3. The Monarch of Wintreath shall have the authority to revoke citizenship from any person, so long as the Monarch makes a public announcement regarding the revocation.
   4. The Monarch of Wintreath shall have the authority to declare any person as persona non grata. Any person declared persona non grata will be denied citizenship, ambassadorship, or any other privileges by the government of Wintreath.
   5. The Monarch, or any subordinate official appointed by the Monarch, shall have the authority to grant or deny citizenship to any person who applies.

Demonym Act
   6. The official demonym of Wintreath shall be Wintrean.

Compliance with Previous Law
   7. Upon passage of the legislation, and in accordance with Decree 001: Section 6, Decree 001 shall be considered Void.

I don't think this can(or should) be changed while in overriding. As changing it would change the bill itself.

So this was only to override?

Correct. When an override is going on, a bill should not be changed as to retain the original context of the bill, and to why is was vetoed by the Overhusen. If we change it, then they might not have vetoed it in that form.
