I would like to request that all Underhusen members please place any comments for anything like the Storting reform in the relevant location and not in the Underhusen so that all may comment on it and be able to respond to it better...

Why?

All bills must be proposed in the Underhusen first, which is why the discussion is there. The Constitutional Convention section of the forum is still open to the public if you would like to make your thoughts known there.

Just so this way the flow of the discussion isn't interrupted, also as Wintermoot said the proposal isn't even complete yet...

We are working on making them complete, and it is in fact better to keep the Underhusen and civilian conversations separate because they are from different perspectives and are based on different interests. That way, one doesn't interrupt or confuse the other.

Yeah, I agree to an extent. The Underhusen has to be a bit more technical, and mindful of all the ways the legislation could impact already existing legislation.

However, as representatives of the people, they should definitely keep an open line of discussion with the citizenry too. It's even required through the procedural rules with the requirement to appoint a secretary.

I thought the procedural rules said that was the Speaker's or Speaker pro tempore's responsibility, We could at least make our current plans known to the citizenry so far. I can post a thread compiling the ideas we had, if you so desire, and post it to the Constitutional Convention.

My understanding was acting as the secretary position was the responsibility I mentioned. But I'm probably wrong.

Underhusen Procedure

2.  Any Skrifa may introduce proposals to the Underhusen at any time after the selection of the Speaker.
      (a) At the beginning of the term, the Speaker shall designate one Skrifa other than him/herself or the Speaker pro tempore as Secretary of the Underhusen, who shall have the responsibility to post newly introduced proposals to the Citizens' Platform and to notify Citizens of new proposals through various means of communication.

True, however this is an unprecedented amount of change that might occur here. As such it would be best for the Citizenry to be able to discuss the matters without having conversation be blocked, choppy, or odd which can lead to misunderstandings or just bad things in general.

The bill itself concerns everyone in the region, as such any discussion on the possibility of a proposal should be public for all to comment on. The slightly more technical details can be debated in the Underhusen, however some of the proposals that I have read are much more than that. They are much more radical and some involve ideas that I don't believe were ever mentioned publicly.

The secretary position was created with the intent that someone other than the Speaker (who generally has too many duties already) and the SPT (who is the same in times that the Speaker falls absent) would share topics with the Platform for the citizens to act upon...keeping things completely transparent for the UH.  It's supposed to happen for every topic that comes under discussion for the UH and open for discussion, even if it's an internal UH law, so that they always have a say in everything (since the UH represents the people).

Another intent is to discourage expediting bills prematurely which was a guilty fault in the past, since now you pretty much want to wait to hear input from people before moving forward.
