[Discussion] Storting Recruitment Act

    1. This act shall be entitled the Storting Recruitment Act.

    2. All Storting members shall recruit to not less than fifty (50) NationStates nations per term.

        2.1 Recruitment shall be defined by the Wintreath recruitment portal.

    3. Storting members who do not meet the fifty-recruitment requirement will be ineligible for reelection for one (1) term.

    Because no one placed this here I guess I will do it.


    Anywho I am against this act. The members of the Storting should not be forced to recruit. Also what if something happens that causes them to be unable to recruit? Besides this just makes people want to be in the Storting less, and as such is not a good idea.

    Further what if people have issues with having to recruit for Wintreath. For example me. While I love the Storting I don't recruit for Wintreath for a few reasons:
    1) I dislike manual recruitment.
    2) The recruitment portal is inaccurate. I prefer to use the API. As such if I were to use the API, even though I were to be recruiting for Wintreath, I would not be counted.
    3) I am apart of another government (in fact I am the delegate of a region atm), that I am recruiting for. As such I do not feel it would be right to recruit for Wintreath as well.

    All in all this only harms the Storting and makes being in the UH less desirable. Further it's questionable if this can even be done, given the fact that it could possibly be violating a nation's right to manage their nation as they please.

    Edit: It's also technically illegal as well. It requires all Storting members to do so, even those in the OH where the Monarch appoints them. While a somewhat liberal reading of the necessary and proper clause does technically, possibly, allow this, there is not explicit grant of power to the Storting to allow for any restriction on an appointed office.

  • Fair point on the inaccuracy of the portal. The illegality of the bill definitely tables it already. However, I'd like to know what kinds of activities that would prevent Storting members from recruiting that wouldn't prevent them from serving in the Storting in the first place.

    Even though the bill cannot pass at this point, I hope it can facilitate a discussion on what the legislature can/should do in terms of service to the region.

  • The legislature? Nothing. If they don't legislate, they don't have any business doing something else.

    Even membership in the RP Guild doesn't require some sort of activity. It just follows naturally that someone who wishes to advance should actually contribute. And people might simply enjoy helping too.

  • A few years ago Mordor tried enacting a similar requirement for their legislature a few years back, except that theirs was 50 nations each week. I'm not sure what happened to it, but I remember there was a lot of opposition to it when it was enacted. As a concept, I think it's good for members of the government to be supporting the region voluntarily, because it shows that they care about doing for the region and not just doing for themselves. However, I don't know the value of making people do for the region...realistically, at most this would produce 250 messages every 2 months when we're regularly recruiting to over 1000 nations a day now.

    Besides that, you would probably need a Constitutional Amendment to allow the Storting to modify who can run for office.

    A better avenue may be to bring this up as an issue during campaigns and encourage people to vote for candidates that have been involved in regional civics recently...what have the candidates done in the past two months? This way you can cover more than just recruitment, and if the voters agree that it's an issue they should base their vote on it would probably do more to support regional civics.

  • Also technically you can restrict the ability for people to run in elections without an amendment, as there is nothing stating that it's technically open to everyone. Section V, Article 7 technically allows it. They would just be refining the qualifications.

  • I see, Wintermoot. I chose 50 (even though our actual recruiters have been much more productive) because I thought would be easy enough to accomplish for one who might not do this regularly. But I worry that it only created a paltry meet-in-the-middle law that pretends to accomplish a lot but in actuality supports nothing.
