  • Just to give some perspective on the sizes of my tank guns: the Panzer III had a 50 mm gun, the Panzer IV had a 75 mm gun, the Tiger had a 88 mm gun, and the Maus had a 128 mm gun and a coaxial 75 mm gun. And none of them were using railguns. :P

Also: 5.56 mm is .223 cal, 7.62 mm is .30 cal, and 12.7 mm is .50 cal.

  • Could someone check my edited factbook and list any changes that still need to be made? Thanks! :P
Aside from your main battle tank having a laser cannon and two railguns, looks great. You can keep that though. You just shouldn't have a whole lot of them since they're so big and powerful, right? And I was thinking that vehicle and personal shielding would be something to research. @taulover Am I right?

Just out of curiosity, what caliber were you planning on making those railguns on your tanks? I put calibers on all of my railguns like a nerd.
The Saber-class fighter tank (which is basically a mix between a fighter plane and a light tank) is armed with 4 laser cannons and 1 missile launcher.

I think I was at first intending to make all of us at a lower tech level, but then people like Robin started adding ships based on the highest tech level stuff in Star Wars (Class 0.6 hyperdrives, massive cloaked ships, etc.). Everyone seemed fine with it except me, so I assumed that y'all w

  • Huh. That's a good question. I've never quite broken a system with a factbook as large as the ones some people come up with.

    Let's ask @Wintermoot.
I double-checked in the admin panel and there's no maximum size set.

Hmm.... I'll try to post it again in this post:

    Romulan Star Empire
    The Romulan Star Empire

    Government
    Government Officials
    Premier
The rulings of the Emperor are absolute, unless vetoed by the Romulan Senate.  Emperors are chosen by a majority vote of the Senate and rule for 10 year terms, without exception.  The Emperor also nominates the Praetors of the five Fleets, and the Praetors assume their duties after approval by the Imperial Senate.
    Romulan Executive Departments

    Department of Health
The Romulan Department of Citizen Health oversees the Romulan Universal Healthcare System as well as the Romulan Centre for Disease Control and Prevention.  It also includes the Ministry of Population, which ensures that the population fertility rate remains above 3.5.  There are also lesser DOH ministries.
    Department of Education
The DOE regulates the education of all imperial children until they graduate from lower schooling at 19.  After this, the DOE tracks students based on their performance to careers or universities.  It's mission is "To ensure that every citizen receives a proper education and one that will help the empire thrive."  Notable DOE ministries include:  Child Services Dept, Student Hunger Prevention Agency, Curriculum Committee, Child Disease Prevention Command (joint juristiction w/DOH), etc.
    Department of Utilities
Ensures that all citizens have a stable, adequate supply of utilities, including water, power, oxygen and communication, and ensures that these utilities are affordable and reliable, and that oxygen is free and plentiful.
    Department of Infrastructure
Ensures that the infrastructure in the domains of the Romulan Star Empire is superb, safe, and constantly being improved.  Oversees many subsidiary organisations and sections.
    Department of Colonization
The Department of Colonisation is charged with the expansion and growth of both the Empire and of the Romulan species through the systematic colonisation and terraforming of worlds in star systems outside of the Romulan home system.
    Departments of Environmental Stability
Ensures that the climates of the Romulan Star Empire's worlds are clean and healthy to live in.
    Department of Culture
Charged with the preservation of all culture developed by the Romulan Star Empire, and ensures that no unique cultures within the empire die.  Additionally, the Dept. of Culture includes the Imperial Communications Commission, which censors advertisements and programmes on the waves to ensure that they are morally acceptable.  The Department of Culture also has the authority to revoke licenses for publication of any mass media form that encourages sexism, profanity, encouragement of laziness, as well as any other undesirable traits of low-class literature or programming in the empire that might negatively affect the society as a whole.  Books, however, cannot be censored unless they contain sensitive or secret government data that would compromise Romulan security, but that censorship falls under the Imperial Defence Department's jurisdiction.
    Subsidium Romula Ripam et Aerarium
The Romulan equivilent of a Treasury Department and Treasury, the Subsidium Romula Ripam et Aerarium on Romulus ensures taht the economy grows at a sustainable rate.  This may be accomplished by taxing companies more during times of prosperity, as well as reduction of taxes or interest rates during times of economic recessions.  SRREA may also divert large sums of money to the DOI during recessions in order to jump-start the economy with extra infrastructure investment.  The SRREA pretty much has authority over anything "money" in the empire.
    Imperial Defence Department
Charged with the Protection of the Citizens of the Romulan Star Empire.  All Star Navy and Romulan Army/Air Force operations are directed out of this Department.  (The Tal Shiar is an independent government agency.)
    Senate
The central legislative body of the Empire and it's dominion, the Senate is composed of 375 Senators of the People in the Romulan Senate who then elect 25 Senators of the Empire to form the Imperial Senate.  The Imperial Senate may pass emergency measures that are active only until the full Senate may be convened to extend or alter the measures taken by the Imperial Senate in the name of the full Senate.
    Fleet Praetors
The five Fleet Praetors are technically appointed by the Senate, but increasingly they seem to be choosing the Senate.  The Power of the Empire resides in the fleet, and any who oppose it (or its Praetors) are seen by many as enemies of the Romulan State
    Provincial Governors
Though appointed by the senate (one chosen by each province's 25 Senators), they often are the party leader of the favoured political party of the province.  There are 15 in all, one for each province of the Romulan Empire.

    Imperial Government Buildings

    Capitoline Senatorial Complex
The heart of the Romulan government, the site has been the capitol of the Romulan Empire for more than 20 millennia.  After the re-founding of the empire at the beginning of the Great Galactic Civil Wars, the Capitoline Senatorial Comlex was heavily reinforced, modified and upgraded.  It is guarded by the Romulan Senatorial Guard, a military unit commanded by the Capitoline Protector, a position of great respect in the Empire.  The Capitoline Senatorial Complex has the best defences in the Romulan Empire, and can survive even the largest of orbital bombardments.  It also contains the Primary Storage Center of the Senatorial Database, the Imperial Library, and the Imperial Command Relay Station (powerful long-distance comm array).
    Senatorial Guard
An elite military unit of 25770 Guards, each equipped with the best armour in the Empire.  They carry force pikes, deadly weapons that only the Senatorial Guard know how to craft, and any captured Guard who is interrogated would rather die than reveal the secret.

    Imperial Palace
The residence of the reigning Emperor, it contains upwards of 2,700 rooms, including 30 courtyards, 15 formal dining halls, 15 theatres, 150 Imperial Guard offices, and the headquarters of the Tal Shiar (approximately 700 rooms in the headquarters complex within the palace—the huge complex below it does not count).  It is part of the Capitoline Senatorial Complex, but the adjacent Garden of the Emperor is not.

    Governance Palaces
The homes of the Provincial Governors, they also double as meeting places for the Provincial Senates.  Their external appearance and custom rooms vary greatly in appearance and function, as the Provinces are diverse places, but the central 150 rooms are nearly identical in every governance palace.  (Perhaps this phenomenon is a result of the Tal Shiar Command Centres below them?  We'll likely never know...)

    Culture
The Romulans are a proud, scientific people, but they surprisingly have little regard for other intelligent life forms.  This xenophobia has caused them to generally shy away from most official diplomatic negotiations, preferring to employ their intelligence service, the Tal Shiar, as their "diplomatic" arm in galactic affairs.  The Romulan Empire also collects, stores and analyses all of the information that it can obtain almost religiously.  Military service is compulsory for five years after a young Romulan turns 19, but their service may be deferred by the military until after they have graduated from Academy at the age of 24.  The Romulans also have a very strong moral and ethical code, and there is little doubt or hesitation exercised in most situations as to the correct course of action.  The Romulans also enjoy paintings, sculptures and complex, traditional music.  The mentality of the people is very focused on building to last—most residential and cultural buildings in the Romulan Empire are centuries, if not millennia old.
    Imperial Broadcasting Corporation
A Government-Sponsored News Service, the IBC runs various imperial, provincial, planetary and local radio stations, television channels, news websites, and holonet stations.  In addition, hundreds of commercial broadcast networks exist, but they must comply with strict Imperial Communications Commission regulations regarding inappropriate, untrue, or disloyal content.  The ICC is has great power and it isn't afraid to use it.
    Romulan Arts
To be expanded at a later date.  (I don't think it'll be too crucial near the beginning month of the RP.)
    Imperial Technology
Romulan Technology is what the empire prides itself most upon, and its pre-galactic civil war technological databases are some of the most well-preserved in the galaxy.  (Will expand more in the future, but I'll just abbreviate and say Star Wars/Star Trek combo-ish if you don't want to read anything further.)
    Combat Technology
    Infantry Replacements

    Battle Droids
Often employed as overwhelming first waves of assaults, Imperial Battle Droids come in many shapes and sizes, but the most numerous and iconic would be the B5 Infantry Replacement Combat Droid.  B5 Droids are not very well armoured, and as a result may be easily produced by the tens of billions in arms workshops throughout the empire.  However, there are many other types of battle droids as well.
    B5 (Standard) Battle Droid
The cheapest droid throughout the empire, they are rather ineffective against equally large, well trained groups of living soldiers, but are excellent for maintaining peace on imperial worlds and subjugating technologically primitive intelligent life forms.
    BD4 Rapid-Deployment Heavy Combat Droid
The BD4 Heavy Combat Droids are capable of rapidly deploying by transforming into mechanical wheels, and they also carry personal shield generators, which are used to protect the droid.  They are armed with twin heavy plasma disruptor cannons, which are programmed with the shifting shield frequency to allow them to pass through the shield unimpeded.  Their one drawback is their cost: one BD4 costs approximately the price of 150 B5 Droids.
    Drone Gunship
Employed by Robotics Command of the Imperial Romulan Army for initial invasion deployment on hundreds of occasions, the Drone Gunship is armed with 12 heavy tactical anti-vehicle missiles and capable of carrying 56 B5 Battle Droids, 16 BD4 Battle Droids, or
    DD-01 (Decoy Droid)
Employed to great effect when the enemy has air superiority, the DD-01 Decoy Droid is equipped with four holoemitters that project life-like holographic images that appear to be vital imperial installations or reinforcements.  They are employed to draw fire away from the actual army to waste ammunition literally firing at ghosts.
    Clone Soldiers
With more and more Romulan Citizens deferring service to the empire or remaining in the service for as little time as possible, the Imperial Cloning Bureau (ICB) was created to ensure that the Romulan Star Empire's supply of soldiers did not run dry.  The Imperial Combat Cloning Program was created as a result.  At facilities across the empire, the ICB has built facilities capable of producing 50,000 legions (18432 soldiers and 5770 support personnel) of Cloned Soldiers per year.  These legions are expensive to create though, and generally production is closer to 9,000 legions per year.  These troopers are among the best in the quadrant though, as their entire life is devoted to gaining skills that would be necessary in combat/war.

In more detail, the cloning process takes approximately 10 years for a clone trooper to mature.  This is because their growth is accelerated, with the average maturation time of a Romulan being halved to 10 years, instead of the normal 20.  When they reach this age, however, the clones' ageing rate slows, and eventually one actual year of time translates into .8 years of chronological ageing for a clone.  This makes the rather expensive process of creating a clone pay off quite quickly, as clones do not have to be paid, and may accumulate almost a century and a half of service to the Romulan Star Empire before they are granted a small farm to retire on at the chronological age of approximately 130-150.
    Personal Armour
    Legionnaire Armour
The standard issue armour system throughout the empire, the Legionnaire Armour System is modular to allow for cheap manufacture and easy replacement of damaged parts, and may allow for survival in the vacuum of space or on a toxic planet for 12 hours, provided that they aren't recharged with new oxygen canisters.  The armour contains a holster for the standard-issue Mk. DCLX "Gladius V" plasma bolt rifle as well as a sheath for an adamantium Gladius short sword for use in close quarters combat or as a survival tool.
    Centurion Battlesuit
Personal Battlesuit designed for better performance and enhanced firepower in combat situations, they are mass-produced in foundries on industrial worlds, the drawback being that they are not very comfortable for persons to operate.  They are built out of durasteel and are armed with a built-in heavy plasma cannon and a machine railgun.  They are operated by armoured support divisions, and are considered a cowardly way to fight by most troopers in Romulan society.
    Propulsion Technology
    Repulsorlifts
A technology generally employed on speeders, ground tanks and other combat vehicles operated by the Romulan Army, repulsorlifts are generally easy to use and maintain than standard wheeled vehicles, but often tanks equipped with this technology are less manoeuvrable than their wheeled counterparts.
    Ion Engines
Primary engines of all fighter and bomber strike craft.  They may be employed in atmospheres as well as space.  Much larger versions are employed as sublight engines for cruisers and other larger vessels.  Also, miniaturized ion engines are employed as manoeuvring thrusters.
    Transwarp Drive
The standard drive system on all ships, these drives require very little "charging" time, but are unfortunately slower than hyperdrive; an average drive takes approximately 20% longer to travel from position to position than a Class 1.4 hyperdrive.
    Hyperdrive
Empoyed by many ships throughout the empire in what unforgotten hyperspace lanes remain, they are most often only installed on vessels patrolling or trading along the main hyperspace route from the Romulan Star Empire to the Galactic Core and the Wintreath Remnant.  (This includes corporation vessels, many civilian craft, and the 2nd and 3rd Fleets of the Star Navy.)
    Army Vehicles
Imperial Romulan Army vehicles come in all sorts of shapes and sizes, with the emphasis being placed on rapid acquisition of enemy/rebellious territory and then the equally rapid entrenchment of the forces to defend the newly (re)conquered ground.  A variety of Romulan Vehicles exist to fill roles required for this type of combat.
    Light Tactical Armoured Vehicle
The many variants of the L-TAV are nearly uncountable; configurations include utility, ambulance, reconnaissance, anti-aircraft, anti-tank, anti-infantry, and various other tactical and logistical support roles.  They are generally armoured with differing degrees of ablative durasteel.
    Modular Tactical Support Trolley
An electric truck in service with the Romulan Army (electric because of the reduced heat signatures) capable of laying rail lines for more rapid resupply of front line combat units.  It is also capable of temporarily carrying supplies to combat units itself.  While most of the supply cars attached to it are not very armoured, the engines themselves are armed with three-inch ablative durasteel.
    Low-Altitude Assault Transport/Gunship
The mainstay of the vehicle forces of Romulan ground offensive operations, LAAT/Gs are equipped with plasma pulse disruptors and for wing-mounted disruptor turrets.  They also carry arsenals of 24 rockets that can be used against any target (usually anti-aircraft).  They are crewed by two pilots and six gunners, and may carry up to 24 Assault Troopers into battle per flight.  They also carry two light reconnaissance speeders and two rapid-deployment multi-purpose machine pulseturrets each.
    Tesudo T-12
The main ground-based supplementary firepower of the Romulan Army (in addition to the Centurion battlesuit) is the TT-12, which is equipped with a main, plasma explosive 125mm gun with approximately 80 rounds before requiring resupply.  The TT-12's secondary armament is two Assault railturrets, and it is crewed by four armour troopers.  Defensive systems on the TT-12 include reactive armour above 3-inch ablative durasteel armour combined with a haleron fire suppression system.
    Rapid-Deployment Multiple Rocket Launcher
The Rapid-Deployment Multiple Rocket Launcher (RDMRL) is capable of firing 24 programmable 212-mm directable multipurpose rockets.  This capability allows the RDMRL to provide both artillery support as well as anti-aircraft protection at the same time, and the system deploys in minutes from LAAT/Cargo Gunships.
    Scultator Speeder
Designed for short-range recon work, the Scultator speeders work quite well in their role.  Armed with one forward-firing light plasma cannon and capable of carrying two scouts, Scultators are extremely fast, and this speed is what the design relies on the most.  Their great speed comes at a cost though—though they are armed with shields, they are minimal, and may only deflect a few stray plasma bolts or metal projectiles.
    Hovercraft Technology
Romulan Hovercraft are generally only employed as atmospheric combat supplements, as they are cheaper to produce than the multi-purpose air and space combat vehicles.
    AF-122 VTOL Hoverfighter
A smaller hoverfighter that is generally employed as an escort for LAATs in combat, AF-122s are light and agile, crewed by one pilot and protected by ablative armour, but no personal shielding.  They are transported to the surface by amphibious combat air carriers and then deployed once the combat air carriers land and deploy their landing gear.  They are armed with 24 Apollo Multipurpose Missiles as well as two wing-mounted anti-personnel disruptor arrays, and a forward-firing anti-armour plasma pulse cannon.  They also carry flares to disrupt enemy targeting systems.
    AF-12/GAV VTOL Ground Attack Hovercraft
Crewed by two and armed with four heavy disruptor arrays, 36 Appollo Multipurpose Missiles and a manned anti-personnel/anti-armour railturret in the rear of the aircraft, the AF-12/GAVs are designed solely for attacking and disrupting enemy lines.  They also carry radio signal jammers to accomplish this, and are protected by ablative armour.
    AF-23/HTH Heavy Transport Hovercraft
The AF-23/HTH Transports are large Hovercraft generally deployed to pick up wounded soldiers or prisoners from the battlefield, but are also capable of being employed to carry in armour and ammunition to resupply the front lines.  They are crewed by four and are armed with two disruptor arrays and 48 Apollo Multipurpose Missiles in two side-mounted racks of 24 missiles.  They are much more armoured than the other hovercraft, though, with heavy ablative duranium armour reinforced with durasteel.
    AF-122/U Light Combat Hoverdrone
An unmanned variant of the AF-122, it is controlled by an onboard computer and completes the mission assigned to it before being launced from it's control carrier.  They are generally lightning fast and deployed in swarms of 20-80.
    Amphibious Combat Air Carrier
The AC-ACs, as they are lovingly nicknamed by their crews, are rather durable aircraft carriers that deploy from starships to the surface of worlds, and then deploy their aircraft as well as their armour contingents carried inside of them.  The generally serve as mobile command centres on a battlefield as well, as they are very efficient transfer stations of equipment and supplies from spacecraft to ground personnel.

    Civilian Technology
Romulan Civilian Technology is very practical and goes with their philosophy of minimalism coupled with copious redundancy.  Their vital planetary power systems are well guarded and generally run at least three separate grids, each with their own emergency systems.  Romulan water supplies are well tested and shut down to be fixed at the slightest sign of imperfection.  This goes on and on.
    Intrastellar Communications Relay System
The Imperial Intragalactic Holonet is a feat of Romulan Engineering and a testament to their almost irrationally long-term thinking.  Quite durable and very well maintained, it consists of hundreds of thousands of relay stations scattered across Romulan space and employs frequencies much higher than traditional ones, sacrificing range to handle greater amounts of information than normal relay nets.

Note:  Short-range communication, such as intra-fleet assault telemetry, is completed by high-frequency radio transmissions or by encoded subspace transmissions.  The same technology is employed for intraplanetary internets employed by non-military personnel.
    Railways
Romulan planets generally employ high-speed rail lines much more than anything else, and personal transit vehicles generally are limited to a few electric cars or speeders.  Most imperial citizens get to work on buses and trains, which are far more efficient.  Romulan Rail Networks average a speed of 400 km/h and onboard the trains there is not a noticeable sound as a result of the train's speed.
    Starports
Most starports in the empire are located on oceans on planets near the equator, for the most energy-efficient movement of cargo to and from space.  Shipping a parcel from one end of the empire to the other generally only takes eight or ten days, depending on the transports schedules.
    Power Systems

    HYPERMATTER REACTOR
Most Romulan planets are powered by a series of hypermatter annihilation reactors, generally only one is needed to power an entire planet, but often enough power is created in order to power the entire grid and the planetary shielding three times over.

    FUSION REACTOR
Romulan cities often have redundant Fusion Reactors, which are generally used to power all government buildings and such.  They are also well-maintained and their power may be used to bolster shield defenses around a city, but the difference is negligible when compared to the power of the Planetary Hypermatter Reactors.

    HYDROPOWER
Remnants of the great ancient power system that existed before the Romulans left their home system, the huge hydropower stations on Romulus, Vulcan and Ilúvatar still function, but they are considerably less vital infrastructure.  It should be noted that the Ilúvatari do not trust hypermatter reactors, and have refused to let any be installed on Ilúvatar.  The Star Navy and the rest of the imperial military have objected to this, but they conceded after the Ilúvatari agreed to have a system of orbital planetary shield generators, along with five hypermatter reactors, installed on the close moon of Ilúvatar, along with a planetary shield generator for that moon as well.

    Spacecraft and Starbases
    Civilian Spacecraft
Though the civilian fleet might not receive as much funding as the Romulan Star Navy, they really do not need to.  Most trade is handled by a few major corporations within the Empire, most notably the Romulan Trade Federation and the Imperial Corporate Continuum.  They both have rather large trade vessels at their disposal, and also have been accused of converting vessels into warships to extract trade concessions from numerous worlds.  Of course, these corporations both vehemently deny these claims.
    RTF Ring Carrier
The RTF Ring Carrier is officially classified as the Capitalism-class RF-3312 Heavy Freighter.  These massive cargo vessels are capable of transporting 25 million metric tons of cargo across vast intra-imperial hyperspace routes.  They are generally crewed by 1500 personnel of the RTF and are capable of defending themselves with their armament of 28 Quad-laser cannons.  They have onboard provisions for 500 days, but the general trade tours that they take are usually no more than 300 days.  They are equipped with heavy deflector shields and a class 2 hyperdrive.  Some captains have also installed backup Warp 7 capable warp drives, but these modifications are quite rare.
    ICC Cargo Cruisers
The Imperial Commerce Continuum is an organisation that devotes nearly 90% of its annual profits towards expanding itself, and its fleet is the largest in the empire as far as number of vessels go.  The ICC also owns more than 300 worlds in systems within the empire that are rich in minerals and heavy metals.  ICC mines produce nearly 70% of ore employed throughout the Romulan Star Empire.  ICC Cargo Cruisers come in four versions of the same basic design.  The most numerous are the 550 meter long Aurum-class Ore Transports, which ship ICC ore throughout the empire and beyond, even trading into the Wintreath Remnant. Next are the Viator-class Passenger Cruisers, capable of transporting 30,000 to 80,000 passengers from planet to planet, depending on the duration of the journey that they have been modified for as well as the class of the passengers.  Thirdly, there are the Denarii-class Traders which, as their name would suggest, create profit for the ICC through the purchase and selling of various goods throughout the empire.  Finally, the ICC operates Legium-class "Payment Recovery" Cruisers.  These vessels hold nearly 25,000 battle droids, are armed with 26 Heavy Disruptors, and are armoured by ablative adamantium in to complement their already upgraded heavy dual-deflector shielding.  Legium class vessels are generally enough to make any debtor pay up, and if they cannot repay the ICC, they are awarded employment on a mining rig on an ICC world or asteroid.
    Military Spacecraft
The Star Navy is the most well funded institution in the empire, with almost 80% of heavy industry being military starship construction.  Approximately 30% of the Annual Romulan GDP is poured into the Star Navy, and not even a penny of that is wasted.  The result of this massive, and some in the empire would call illogical, spending is one of the most modern, capable fleets in the galaxy.
    Strike Craft
Romulan Strike Craft are generally built to be easily disposable and cheap to build in large quantities.  As a result, most Strike Craft deployed by Imperial Warships are piloted by onboard computer systems that are designed to attack any non-Romulan vessel designated as hostile by their host ship.  They come in the following classes:
    Talon-class Drone Interceptor
The primary Romulan space superiority craft, Talon-class Drone Interceptors are capable of four hours of continuous combat without the need for refueling.  Talon Drones communicate with their host ship's central computer for orders, but in the event the central computer cannot be reached, all non-Romulan vessels are considered hostile targets by the Talon's programming.  They are mass produced in foundries across the empire and are generally deployed in swarms.  They are carried aboard most Romulan vessels and on all Romulan Space Stations.
    Scorpio-class Drone Strike Bomber
The Scorpio-class Drone Strike Bomber is the most widely deployed Strike Bomber in the Empire, and it is most often employed in squadrons of seven to hunt down illegal smuggling operations within Romulan space.  As a result, they have the capacity to operate within programmed mission guidelines and have more sophisticated programming than the Talon-class Interceptors.  They each carry two wing-mounted plasma disruptor pulse cannons and a load of ten photon torpedoes.
    Gladius-class Manned Superiority Fighter
    Javelin-class Manned Heavy Strike Bomber
    Dominia-class Shuttlecraft
    Romulan Cruisers
There is a lot of variation in the appearance and function of Romulan light and medium warships.  Because the Star Navy views specialised battleships and heavy cruisers are inefficient, they prefer to make their lighter, less expensive warships more specialised.
    Terminus-class Light Warship
The smallest warp-capable vessel in the Romulan Star Navy, the Terminus-class Light Warships are approximately 130 meters long, crewed by 85 personnel, and commanded by a Centurion.  Terminus-class vessels are generally employed only for routine customs inspections, quelling minor rebellions by miners in uninhabited systems within the empire, or for scouting enemy territory.  Their armaments include four disruptor banks and two forward and one rear torpedo launch tube.  They also carry cloaking devices, as they generally are no match to any vessel greater than 150 meters in length.  This vessel design has been in service for over a century.
    Janus-class Interdiction Cruiser
Quite aptly named by the Star Navy, the Janus-class allows entrances—and exits, provided that they're cleared by the Tal Shiar.  Crewed by 600 Tal Shiar personnel and armed with a gravity well projector in addition to standard armament, Janus-class vessels are generally used to spring traps on unsuspecting enemy fleets, prohibiting their escape as the other Romulan forces close in for the kill.
    Harpy-class Close Fire Support Cruiser
Romulan Harpies are heavily armed and rather compact, generally being employed to screen vulnerable capital ships with overwhelming firepower.  They are approximately 350 meters in length, crewed by 510 and also assigned a 80 strong Security Contingent.  They are capable of cloaking and very numerous throughout the fleet, and favoured commands.  Their desirability might stem from their often long assignments away from the rest of the fleet on enemy cargo raiding patrols, where the Commander and the crew are generally awarded 60% of the captured goods.
    Draco-class Destroyer
One of the sleekest vessels in the fleet, Draco-class Destroyers are crewed by 335 and approximately 160 meters in length.  Their armament consists of six heavy disruptor banks, 16 Talon-class Interceptors, 8 Scorpio-class Bombers, 4 Dominia-class Shuttlecraft, and five torpedo tubes (Three forward, two rear).  Their defenses include standard deflector shielding and a cloaking device that can operate for short, 12-hour periods of time before the vessel must de-cloak to recharge their batteries.  Their maximum speed is Warp 9.99996 with their transwarp drive, but they also can be outfitted with Class 1.4 hyperdrives as well.
    Lucio-class Destroyer
Designed to cope with the need for a greater number of vessels in the fleet while maintaining the crew numbers needed to support it, the Lucio-class Destroyers are 140-meter long vessels crewed by 147 and carry armament of six heavy disruptor banks, 16 Talon-class Interceptors, 8 Scorpio-class Bombers, 2 Dominia-class Shuttlecraft and five torpedo tubes (Three forward, two rear).  Lucio-class Destroyers are heavily automated, with many ship systems being operated and maintained by the main computer.  Their defenses include standard deflector shielding supplemented by  ablative deuranium/adamantium armour and a cloaking device capable of operating for 24-hour periods of time before requiring recharge.  All Lucio-class Destroyers have been equipped with Class 1.4 hyperdrives and backup standard warp engines capable of Warp 7.5.
    Tutela-class Minelayer
The 320-meter long Tutela-class minelayers are crewed by 129 and capable of deploying 1152 mines at a time that are cloaked and hidden in subspce, which are then either manually activated by a Romulan Fleet Command or pulled out of subspace by attraction to the metals in the hulls of enemy ships.  Tutela-class minelayers are quite often deployed to hundreds of locations across the empire which the five Fleet Commands determine as moderately strategic.
    Raptor-class Torpedo Frigate
The Raptor-class Torpedo Frigates are Imperial Naval Vessels that are capable of long-range combat and planetary/colonial bombardment with their modified torpedo tubes and large armament of torpedoes.  Raptor Torpedo Frigates are generally 220 meters in length, crewed by 237 and armed with 6 medium disruptor banks, 4 accelerated long-range bombardment torpedo tubes and 3 standard torpedo tubes (2 forward, one rear).  Their defences include a cloaking device, deflector shielding and ablative armour.
    Fidens-class Escort Destroyer
Near the end of the last decade, the Romulan Fleets put in a request to the Imperial Starship Design Bureau for a dedicated escort vessel that was well armoured and had good firepower, but was small and compact enough to be highly manoeuvrable, capable of dodging enemy projectile weapons through the combination of a light ship with the most powerful impulse drives in the fleet.  The result?  The Fidens-class Escort Destroyer, a 140-meter long warship manned by 40-80 personnel (max. capacity=150) and equipped with four heavy pulse plasma disruptor cannons, two heavy disruptor banks, and two torpedo launchers (1 forward, one bacl).  The Fidens-class Escort Destroyers also have a small contingent of four Dominia/B Shuttlecraft (heavily modified Dominia design capable of fitting in small storage spaces).
Tal Shiar Excursor-class Light Surveillance Cruiser
A smaller vessel that almost never decloaks, the Tal Shiar's Excursor-class vessels have little need for much in the way of offensive or defensive systems, although the 80-man, 172-meter cruisers are generally given almost minimal shielding (light deflector shielding without ablative deuranium armour) and only a few ambush-related offensive weapons (11 light disruptor arrays, forward and back torpedo launcher), they do carry four warp-capable (warp 5) runabouts that are capable of conducting close-range surveillance and sabotage.  Excursor-class vessels are equipped with cloaks and contain some of the largest sensor arrays ever installed on a Romulan warship.
    Reaper-class Star Frigate
An 825 meter long frigate crewed by 200 Romulan soldiers and approximately 2000 activated battle droids (with an additional invasion force of 50,000 battle droids and their equipment capable of being deployed from storage) and armed with twin prow heavy plasma disruptor turrets, two heavy long-range ion cannons, 52 twin turbo-disruptor cannons, 76 point defence disruptors,8 flak guns and a tractor beam array, the Reaper-class Star Frigates were designed as cheap to manufacture star frigates capable of raiding enemy cargo routes and subjugating smaller moons or mining stations.  They are capable of cloaking and carry rather heavy deflector shielding for their size.  They also
    Romulan Capital Ships
Romulan Capital Ships are the pride of the Romulan Fleet, and are maintained by their crews as though they worked in heaven itself.  A position on a Capital Ship is hard to come by in the Star Navy, as the qualifications required to crew such a vessel are five years in the Star Navy and an exemplary record.  All Romulan Capital Ships have some basic defensive systems that allow their continual function even when main power and half of their subsystems are offline.  These include emergency force fields and, when the field emitters have been knocked out by further bombardment, physical bulkhead doors.
    D'Deridex Class Battlecruiser
The most numerous capital ship in the Romulan Fleet, the D'Deridex-class Battlecruiser design is more than a century old, the battlecruiser design and fleet are constantly being updated and refitted to compensate for weaknesses exposed combat with other vessels.  At approximately 1050 meters in length, it is also one of the largest vessels in the Star Navy.  D'Deridex-class vessels have crews of 1450, security details of 250, and the capability to support a half-Legion invasion force (9216 Troopers) and their support contingent (2784 personnel).  The D'Deridex class shuttlebay is large and quite versatile, and the strike craft contingent carried by the vessel depends largely on the mission of the particular vessel.

Though designed originally around a transwarp drive system, (approximately equivalent to a Class 1.8 Hyperdrive) some D'Deridex cruisers have been modified to include a Class .6 Hyperdrive capable of use within hyperspace lanes that still exist within the Romulan Empire and along the sole hyperspace lane that is known leading from Romulan Space to the Wintreath Remnant and the Galactic Core.

D'Deridex class vessels also are armed with various (anywhere from 19-27) disruptor banks, 4 heavy disruptor arrays, 9 torpedo tubes, a quantum ballista, a shield inversion beam emitter, and a tractor beam emitter.

All D'Deridex Battlecruisers employ cloaking devices, in accordance with the age-old Romulan Military Maxim, "If Knowledge is Power, then to be Unknown is to be Unconquerable."
    Valdore Class Patrol Cruiser
The Valdore class patrol cruisers were developed in response to frequent territorial violations recently by minor civilisations at the boarders of the empire, and are extremely effective in their role.  A bit smaller and much more nimble than its cousin the D'Deridex, Valdore class vessels are approximately 650 meters long and carry a crew complement of 950 and a security contingent of 350 to board vessels illegally entering the empire.  Valdores are equipped with a class .6 hyperdrive, backup transwarp systems and a cloaking device.
    Tavara Class Battlecruiser
After the introduction of the Valdore class, the High Command of the Romulan Star Navy quickly realised the effectiveness of the nimble cruiser in combined fleet operations, and they requisitioned a much more heavily armed cousin that retained much of the Valdore's manuverability.  Three years later, the Tavara-class Battlecruiser was born.  With the armament of a D'Deridex and nearly the speed of a Valdore, the Tavara is arguably the most advanced vessel type in the empire.  The Tavara class is approximately 725 meters in length, is crewed by 850, and carries contingents of Tal Shiar SpecOps Soldiers (50) and Naval Infantry (2 Brigades of 256)
    Scimitar Class Battleship
The Scimitar Class is the heavy hitter of the Romulan Fleet, and packs the deadliest armament ever installed on a Romulan Warship, a Thalaron generator.  In addition to this nasty device, the 1.2 km long, 1.5 km wide battleship crewed by 2344 and capable of deploying an entire Legion (18432 Troopers) and support personnel in an invasion is bristling with traditional weapons: 78 disruptor banks, 45 torpedo tubes, and a huge hangar.  Scimitar Hangars contain at a minimum 512 Talon Interceptors and 1024 Scorpio Strike Bombers in addition to the support fleet necessary to deploy a Romulan Legion to the surface of an unsuspecting world.  The Scimitar Class has not been equipped with a cloaking device, as the Thalaron residual radiation interferes with the function of cloaking devices, making any attempt to create a ship with both a Thalaron generator and a cloaking device a hopeless cause, with even the best cloaking technology still glitching out and covering only part of the vessel in question part of the time, even with the smallest hints of Thalaron radiation aboard the vessel.
    Falchion Subclass
Sister class of the Scimitar-class battleships, the Falchion Subclass has the ability to cloak, as they carry no Thalaron generators.  The space generally allotted to the Thalaron generators has been converted into a backup shield generator independent of the main Falchion shield grid.
    Allegiance Class Assault Cruiser
At 1200 meters long and equipped with an impressive armament.  (Armament: 14 heavy quad-plasma disruptor cannons, 44 Dual Disruptor Cannons, 2 heavy ion cannons, 24 point-defence ion cannons, 102 torpedo tubes and 8 tractor beam projector arrays.)  The result of the Romulan Fleet's desire for a dedicated raiding vessel capable of long-term independent operations behind enemy lines to disrupt supply lines, the Allegiance Class is that vessel.  Crewed by 600 with the capability of storing four years of consumables for them onboard, the main power of these vessels is their other cargo—nearly 1.5 million battle droids along with their necessary equipment.  The Allegiance Class also is capable of cloaking for 160 hour intervals and has a class 1.5 hyperdrive with a backup warp-9.9 capable warp drive.
    Dominus Class Command Carrier
At 5.6 kilometers in length, the Dominus Class Command Carriers are easily the largest dedicated military vessels in the empire.  Generally employed in fleet formations as the main carriers of invasion forces, they are very vulnerable when isolated from the rest of their fleets.  They are crewed by 14330 Romulan Naval Personnel and are capable deploying six full legions and their legionary support contingents from their hangars.  They also carry a drastically varying array of strike and support craft.
    Tarpeia-class Dreadnought
The only completely dedicated battleship of the Romulan Fleet is the Tarpeia-class. (The Tarpeia-class is named for the Tarpeian Rock, the most recognisable name in the empire synonymous with death, as it is where all high-level traitors to the Romulan Empire are executed.)  At 2.4 kilometers in length and equipped with a triad of the most powerful redundant deflector shield grids in addition to two meter thick ablative deuranium/durasteel armour, the Tarpeia class has amassed a reputation as a merciless executor—never do Tarpeia class vessels respond to hails when they are assaulting an enemy planet.

Standard "pacification" operations, as the Tal Shiar likes to call them, generally include the Tarpeia-class Dreadnought performing the operation opening up on a disloyal/enemy colony/planet/station/asteroid/city and decimating it (destroying 1/10 buildings, generally the most important defensive ones, but in the event that those buildings cannot add up to the 10% threshold, the commander of the Dreadnought will generally order the rest of the quota to be satisfied by targeting buildings at random).  After this decimation is complete, the Tarpeia launches three legions of troopers to the ground to round up and execute any persons found that are unwilling to submit to the rule of the Empire.  After this takes place, the operation is considered over and all personnel are given permission to return to the Tarpeia.  The fear of these operations keeps many neighbouring sectors in line with the Romulan way.

Tarpeia-class Dreadnoughts are armed with 20 ion cannons, 8 heavy plasma pulse turbodisruptors, 10 heavy tractor beams, 68 heavy disruptor banks, 224 medium disruptor banks, 588 light disruptor arrays (anti-fighter) and 8 shield inversion beam emitters.  Tarpeias also have large hangar bays capable of hosting various ground vehicles in addition to 288 Gladius manned interceptors, 144 Javelin manned heavy strike bombers, ~50 ground vehicle transports, and 64 Dominia-class Shuttlecraft.  They also have two secondary hangar bays that are compact and filled entirely with drone craft (768 Talon Interceptors and 512 Scorpio Bombers total).
    Starbases
Romulan Starbases, as they are called, are heavily defended centres of construction, training, commerce and communications throughout the empire.  They generally include sheltered starship construction facilities, advanced hospitals capable of treating huge numbers of wounded personnel, large civilian tradeports, civilian shipyards, housing, legion training centres (generally just a staging area, with war games taking place on nearby moons and asteroids), communications hubs, Tal Shiar listening posts, and War Theatre Command Centres.  They are normally populated by millions of civilian inhabitants of the Romulan Empire, and 10 legions are tasked with the defence of each Starbase.

Defensively, the outer physical shell of the base has five entrances leading to the main unarmoured interior where most of the Starbase activity is carried out.  This outer hull is composed of ablative deuranium/adamantium armour approximately 8.4 meters thick, and shielded by the most powerful deflector shield grids that the Romulan Empire may produce.  However, because of the great cost of building these monuments to imperial power and majesty, they are never constructed close to the boarders of the empire, and generally only exist in locations deemed vital to Imperial Defence Command or deep within the Romulan Empire's population centres.

    Military Command Structure
The Supreme Commander of the Romulan Military is officially the Emperor.  However, the Emperor rarely directly commands the military forces of the empire personally these days, as the Imperial Office is generally forced to focus on internal affairs, such as economic security and logistical problems within the Romulan Star Empire.

Because of the huge number of duties given to the Emperor, the Imperial Consul of War is charged with leading the Romulan Military in the Emperor's stead.  The Consul of War then appoints the Council of War from members of the Military Meritocracy (Generally Navy Admirals, Tal Shiar Colonels and Legion Legates of the Romulan Army).  The Council of War then is employed as an advisory board to the Consul of War, and with the Council's help determine Romulan Military Policies.

    ROMULAN STAR NAVY
The highest rank within the Romulan Star Navy is that of Fleet Praetor, who commands one of the five primary Romulan Imperial Fleets.  Each of these fleets is then divided into five Sector Fleets, which are commanded by an Admiral.  Each Sector Fleet is divided into four to ten sub-fleets called Battle Fleets.  Battle Fleets are led by Vice Admirals, and divided into varying numbers of Task Forces commanded by a Rear Admiral, which include a varying number of starships, generally given to a Commander.  The intraship rank system for commissioned officers is as follows:  Commander, Subcommander, Centurion, Lieutenant, Sublieutenant and Ensignant.

    TAL SHIAR
The Tal Shiar is the Romulan Intelligence Service, and is without a doubt the most brutal and unforgiving organisation in the empire.  The Tal Shiar maintains hundreds, if not thousands, of listening posts in (and outside of) Romulan Space, listening not only to foreign governments, but to imperial citizens as well.  They are tasked with maintaining and ensuring loyalty to the Emperor and the Senate, and will stop and nothing to achieve their goals.  They have practically limitless jurisdiction within the Empire, and often just the threat of turning a captured prisoner over to the Tal Shiar will make them confess.  Their ranking system is as follows:  General, Colonel, Captain, Major, Lieutenant, Sublieutenant, Polisium, Subpolisium, Inspector, Subversive, Informant, Recruit.

    ROMULAN ARMY
The Romulan Army is the ground component of the Romulan Military, and is generally very effective at conducting efficient operations with very little notice or support.  They also defend and patrol the cities and worlds of the empire, under Tal Shiar commanders.  The Army ranking system is as follows:  Imperial Legate, Legion Legate, Legate, Sublegate, Prefect, Full Centurion, Centurion, Subcenturion.

Important Figures in the Romulan Empire
    Emperor Toridex
His Imperial Majesty Augustus Toridex has been Emperor for 14 years, and throughout his term his party has enjoyed a strong majority in the Romulan Senate and great support of his policies throughout the Provinces of the Empire.  Son of the great Emperor Talenerex and Senator Sental of Romulus, Toridex enjoyed a life of great privilege until the age of 24, when he was selected by the Tal Shiar for service to the empire.

The first decade of his service in the Tal Shiar, Toridex was greatly successful, and rose from the rank of Subpolisium to Colonel.  After spending five years at this rank and twice declining a promotion to General, he retired from military service and was granted an villa of 1000 acres in the Romulan state of Panentine.  (Misc Fact:  Romulus, the Romulan homeworld, is divided into 25 states, each selecting a Senator and forming the Imperial Province of Romulus.)  After a decade of integrating into the Palentine community, Toridex followed the footsteps of his parents and was elected into the Romulan Senate, where he immediately was awarded a position in the Imperial Senate, a result of the connections that he had made while in the Tal Shiar as a Colonel.  After spending seven years in the Senate, he was appointed Emperor, succeeding the rather mundane Emperor Cae'n Del'cares.

After five years of rule as Emperor, Augustus Toridex began pouring vast quantities of Imperial Denarii into infrastructure throughout the empire while simultaneously creating strategic outposts on the outskirts of Romulan space.  Accused of running a deficit budget by the predominantly Vulcan Treasury Ministry, his response was to invade and plunder no less than ten neighbouring inhabited sectors with the 3rd Fleet of the Star Navy, to ensure the continual financing of his vast infrastructure projects.  Now in his second term as Emperor, and 70 years old, Emperor Toridex has announced that he will not seek a third term as Emperor, instead planning to retire and spend time on his Palentine estate with his grandchildren and the rest of his family.  His party, however, the Imperial Party of Expansion and Unity, is determined to continue his policies of aggressive construction and expansion for as long as the empire can.
    Tal Shiar Commandant D'Deridex VII
A relative of D'Deridex the Great of Romulus, General D'Deridex VII is the direct first-born male line descendant tasked with maintaining the honour and legacy of the legendary Emperor, now centuries dead.  Becoming a Tal Shiar General at the age of 38 and the Commandant of the Tal Shiar at the same time Toridex was elected Emperor, D'Deridex the Seventh has known the Emperor for years, and is generally considered to the most likely successor of Toridex as Emperor.  D'Deridex the Seventh has also overseen one of the most ambitious intelligence network expansions ever seen, expanding the knowledge of the Tal Shiar to include data from nearly half of the Wintrean Galaxy.

D'Deridex VII is also Toridex's Consul of War, and was the one who first proposed the raiding of the nearby systems with a combined forces of the Tal Shiar and the Imperial Third Fleet that was highly successful and allowed the Toridexian Administration to continue its massive infrastructure and defensive investment.
    The  Fleet Praetors
The current Fleet Praetors of the Star Navy disapprove of what they believe as negligence on the part of the Emperor:  In his infrastructure investment, the Romulan Star Fleets has only seen incremental expenditure increases that only slightly outpace inflation in the empire.  The leader of the Fleet Praetors at this time is Praetor Demera, and she is also likely the successor of Emperor Toridex, leading to great tension between her and Commandant D'Deridex.  This competition has however increased the amount of combat authorized by both the Tal Shiar and the Imperial Fleets, to the dismay of neighbouring inhabited systems.

    History of the Empire
The Romulans were among the last races to submit to the rule of the Galactic Wintreath Hegemony, and in the Galactic Civil Wars, the Romulans were quick to reassert their dominance of space that they considered to be their own.  At the outbreak of the wars, Commander Dar'nex of the Romulan Sector Defence Fleet re-founded the recently conquered Romulan Star Empire, and declared himself Emperor.

In the years after the destruction of the war, the Romulan Star Empire invested heavily in military equipment and supplies to expand its influence in the galaxy, and the investment was not a bad one.  In the first century after the demise of the great Pangalactic Frozen Realm of Wintreath, the Romulans steadily expanded, conquering no less than twenty-six neighbouring planets and vastly increasing the population and scope of the empire, eventually increasing its territory to encompass fifty sectors and 132 Class-M worlds.

For the past two hundred years, the Romulans have focused on increasing their populations and decreasing the number of aliens within the empire, to great effect.  The Empire is now very predominantly Romulan, with a large Vulcan minority, and the capabilities of Imperial heavy industry is perhaps the greatest in the galaxy, their largest shipyards encompassing entire surfaces of moons.  (The largest starship yard in the Empire, Navis Constructione Facilitatem, is on a moon of Scipio, the 5th planet of the Romulan home system, named Caesar Tel'dex.)

Now, the Romulan Star Empire once more has its eyes set on conquest, their omnipresent goal of achieving domination over more systems continuing to stress the industrial and military capabilities of the empire, and the ever-vigilant Tal Shiar reports a galaxy ripe for conquest...

    13% Vulcan
    03% Ilúvataran
    01% Terran (Human)
    01% Other Species
    Species of the Empire
    Romulans
The vast majority of the imperial citizenry, they are distant cousins of the Vulcans.  They are by far the largest portion of the population, and are very xenophobic.  They do, however, trust the species that also originated in their home system, the Vulcans and the Ilúvatari.  Romulans are a very proud people who are visually very similar to Vulcans, and while they have the same capacity for logical thought, they generally are much more reliant on emotions than Vulcans are.  On average, a Romulan lives 200-250 years.
    Vulcans
Vulcans are a people that have shunned emotion entirely, preferring instead to use logic for clarity and peace.  As a total group, they are very well educated, with most Vulcans being involved in some sort of advanced research field, and also very cultured.  Vulcans disapprove of the aggressive posture of the current Romulan Imperial Government, but they are loyal and willing to follow the orders of their superiors when their objections are overruled.  The average Vulcan lifespan is 200-250 years.
    Ilúvatari
A distant cousin of the Vulcans and the Romulans, the Ilúvatari are a very cultured people that also have a huge knack for wonderfully complex and powerful minds.  They have emotion, but generally prefer to shun it in favour of using the most rigorous logic that there is.  Because they are essentially immortal, with lifespans of more than 10,000 years, they are generally killed in combat.  They are among the best warriors in the Romulan Star Empire, and some have served in the Romulan Senatorial Guard for nearly 5 millennia.  The ten most respected elders of the Ilúvatari race are chosen for seats on the Council of Ilúvatar, which rules their homeworld as an alternative to the traditional province-structure of the Empire.  Note:  Because they are immortal, Ilúvatari are not permitted to ever ascend to the rank of Emperor.
    Terrans
Though not originally a species of the empire, Terrans moved to Romulan Sectors after they were first conquered by Galactic Wintreath, but now they have been assimilated into the empire.  Many Terrans are generally considered Romulan now, because inter-breeding was considered the best way to eliminate any completely non-Romulan persons from the empire.  However, some enclaves of pureblood Terrans still exist across the Empire, and they are generally very mysterious places.  They surround themselves in walls and rarely let anyone into their compounds, resulting in distrust of them among the rest of the Empire's many citizens.  (The Tal Shiar has investigated, and found no subversive persons in any enclave.  In fact, a large percentage of the Tal Shiar's force of foreign agents are selected from these enclaves, as humans (Terrans) now exist throughout the galaxy.)

    Important Systems/Worlds
    Systema Imperatoris
The "System of the Emperor, the home system of all of the major races of the empire (Romulans, Vulcans, and Ilúvatari), is (obviously) the most important system in the empire.  It sustains a population of over 500 billion, but it is not the most populated system in the Romulan Star Empire.
    Romulus
The Capital Planet of the Empire, Romulus has been largely preserved over the years from over-urbanization by various imperial policies, but these policies have never been applied to the south-central continent, which, although rather devoid of many resources, has been completely developed into a single gigantic city, containing 20 billion people.  The rest of Romulus is populated by approximately 6 billion imperial citizens.
    Vulcan
The Homeworld of both the Vulcans and their cousins the Romulans, Vulcan is a desert-like world that has been greatly urbanized, especially in the most recent century.  Approximately 70% of the surface is covered in cities, and the other 30% is the central ocean along with the rather peaceful islands within it, which have been the center of Vulcan culture for the entirety of documented Vulcan history (about 40,000 years).  The population of Vulcan is approximately 90 billion persons, 74% Vulcan.
    Ilúvatar
Arguably the most well-preserved world in the Empire, Ilúvatar is full of lush forests and beautiful grasslands and 60% of the surface is freshwater ocean.  The population of Ilúvatar is approximately 1.4 billion Ilúvatarans.  Most other species are forbidden from coming to the surface, so most trade with Ilúvatar is done on its 3rd moon, Lunara.  (The population of Lunara is 2.6 billion.)
    Delcaran Moons
Delcara is a gaseous planet (approximately the size of Jupiter) in the habitable zone of the Imperial System that contains 32 moons that have been terraformed to sustain life easily.  In total, these moons have a population of approximately 270 billion, and some contain most of the heavy industry in the Imperial System, largely due to the huge number of metal-containing asteroids in the vast rings around Delcara.
    Systema Elisia
The system of the Romulan Military, Elisia is populated by over 800 billion people, almost all of them connected to the Romulan Military in some way.  The six ringed gas giants are employed as droid works, and produce trillions of battle droids.  The oceanic world on the outer edge of the habitable zone, Kamina, is one of the premier cloning facilities in the Empire, and produces the highest quality clones.  Because of this, Kamina is always producing the maximum number of clones that it can, unlike many other cloning facilities, which might only operate at 20%-60% of capacity.
    Officinam Deos
An entire system dedicated to producing heavy military equipment for the Romulan Star Navy,Officinam Deos is at the far southeasternmost point in the empire, far away from the galactic core, to ensure that it would be one of the last systems conquered should the empire ever fall to invaders.  That being said, its defences are second only to those on Romulus, and are constantly being improved every day.  The system economy is almost exclusively heavy construction industry, and over 900 billion persons live and work in the sys

  • My Dear Jean-Luc!

Class .6 hyperdrives aren't that game-changing, I don't think.  Plus I think they have a smaller effective range, if I remember correctly—250,000 lightyears, right?  God they could have made it easier if they've just kept everything canon rather than split it into CW/E1-6 and Legends...  >:(

  • If the entire planet were all one city, no oceans or any bodies of water, then you could have that high population on a planet. We Aesir support our wildlife because it's tradition to hunt. We can't hunt if we overpopulate a planet and destroy all the wildlife, can we? It also helps with saving civilian lives when defending systems as no planet has too high a population to evacuate. Not too much invested into planets also means not much lost if we were to lose one unless it's a craft world.
It's much harder to conquer a highly populated world, though, too.
Actually, if it's only populated by people who don't fight back, it's quite easy. If it's scarcely populated by people who do fight back and can hide in the environment, it's much harder.

    • To sit back hoping that someday, some way, someone will make things right is to go on feeding the crocodile, hoping he will eat you last - but eat you he will.

Romulans are fiercely patriotic and xenophobic so...  :)

"Whilst the men of Caenia were scattered far and wide, pillaging and destroying, Romulus came upon them with an army, and after a brief encounter taught them that anger is futile without strength."  -Titus Livius, Ab Urbe Condita
