  • I propose that we re-purpose the Underhusen as an open legislative house where any citizen of the region can join, and keep the Overhusen to review any legislation that passes through the Overhusen. All legislation would be proposed at the Underhusen level. Members of the Underhusen would elect a speaker every 2 months to keep everything organized. Everything else would remain the same.

    Same with a court case. Same with a lot of other things I'm not able to think of at this moment.

    And how can Peers of the Overhusen ever be a part of the lower chamber? Would that not make having the OH kind of pointless?

    I forgot that we have a merged judiciary and legislature. That does cause some problems, what are we to do about the judiciary whether the Underhusen remains or goes?

    I imagine though that we have hard cut off points, 2 days to vote on a bill, 5 days to discuss a bill unless a motion carries to extend the time of debate. Anybody not around by the end of a cut off point doesn't get to participate in that part of the process.

  • That sounds reasonable, but as one of the current Skrifa, how would that change the fact that there's not much to do?

    Additionally, I'm pretty convinced that such a hard cut-off point without the Overhusen being allowed to weigh in would just lead to a few of the citizens saying anything or voting, and all other discussion happening by the Riksråd (and that's only if that cabinet member isn't also part of the OH). So if it's business as usual, what's the point?

    EDIT: Also, we can simply amend all other laws to have the Monarchy, Overhusen and Riksråd handle them, that includes the judiciary.

    The recently passed judicial amendment already gives the monarchy and subordinate officials a lot of independence, anyway.
