But the problem isn't the Skrifa.  The Skrifa have all been fairly active, actually.

But there's only so much you can be active for when there's nothing for you to even discuss.

Case in point: Hannah and Crushita are active on IRC, as they normally are, and both are active enough on the forums as well.  Reon is also active on the forums, so right there that's a majority of the Skrifa that are actually active members.

Aragonn is also fairly active.  Maybe not as much as the other Skrifa, but he's at least on enough so that it's not worried that he won't be on to vote for issues or discuss legislation.

BraveSirRobin is also an active member as well.

So like I said, the possibility of the Skrifa being active isn't the issue here.  They're all members that post daily (well most of them), and wouldn't miss voting or discussing.

The issue is that there's nothing for them to even discuss, or topics in the Platform for them to talk about.  So unless they're continuously posting threads on "What to talk about," then they can only do so much to be active in the UH.

And again, if there's nothing in the Platform, there's going to be almost nothing in the UH unless someone thinks of a bill that needs attention.  But if the citizens can't think of bills that need it, then why would the Skrifa?

I think there's a reason the judiciary was such a hot-button topic for so long. It was one of the last things that actually needed doing.

Even our session which ended recently, with Chanku, Pengu, HannahB, Point Breeze and myself was a lot more inactive after we got around to the judiciary.

We can amend the constitution without calling for a convention.

We can reform the Underhusen through legislation without needing a convention.

Never has there been a proposal to remove an entire branch of government, much less one that has the support of most of the Underhusen. It's a topic that deserves the attention and consideration of the entire region so we get the best result that we can...having a Convention on the forum allows people to make topics dedicated to their proposals and drafts and bring up other things related to the discussion without piling it all in one topic.

As I said in the OP, the goal here is to produce legislation in the event that the consensus is that changes are needed.

We did reform it. It even got through a super majority vote by the citizenry. It just wasn't in a manner that suited you.

So by this point, anything else we do with the judiciary would just be busy work. And it wouldn't even be successful, as history would dictate.

we should still try.  if i recall people had said the last bill that was passed about a judiciary was a first step and more work needed to be done. 

So let us get more work done. 

I'm sure the Skrifa also have ideas on things to improve no?

Then let us revisit it and light a fire under those who have not done anything in the Underhusen before we consider scrapping the only voice the citizens have to the government.

The other option is to expand the seats again to more than five seats.  Maybe seven or nine?

Another option would be to replace the UH with a general lower house / Citizen Assembly made up of citizens who are NOT in the government.

Make the OH then the electable body, and not of members from the Riksrad.

I had always explained what I wanted to do in my campaigns in the past, and yet people don't want to do anything except be lazy in the IRC and just do RP?

I'm sorry but the UH can and should do more.  If that means looking at my proposals and accepting them for discussion then so be it.

I feel we need to do more before disbanding.  This is extreme

every duty requires work.  we can modify it so it is more efficient but disbanding is
extreme.
