The new draft is illegal because it mandates a forum action, thus violates the Procedural Rules...

Please explain.

Article VI, Section 5.

5. The Winter Nomad and all subordinate administrative officials shall also be responsible for the maintenance, organization, security, and technological development of all official Wintreath properties. No government official shall be empowered to make decisions in any of these areas.

Requiring a post would be a violation due to the fact it is violating the fact that the organization can not be forced by the Storting. While in all honesty, this is more of a legal grey area, I do tend to err on the side of caution to prevent a ruling in the future rendering the law invalid, especially in something as important as this.

Your analysis would make a host of other laws and procedures illegal.  I seriously doubt the administrative section of the Fundamental Law was designed in such a way as to prevent the Storting from posting. 

Indeed, there would be no legal way to go about this (beside using "creative solutions") since we're dealing with subforums and user permissions. 

Well I mean they only need to be declassified. If someone wanted too, since all of the topics in the area are now declassified, they could release them themselves.

Ugh, forget it, let's change the law to remove the grey area, and continue on from there.
