Since it's been a week since Pengu was elected and he hasn't declared a Speaker Pro Tempore, does that mean Chanku assumes the role, as he was the only other candidate for Speaker?

From my reading of the procedural rules, that's correct.

It doesn't state the exact time frame, it only states one week. So it would be best to assume one week from the declared winning so, no your time has ran out.

By that criteria, it ran out 45 minutes ago.

@Chanku: Actually, you're incorrect.  I didn't "win" until the 12th (when Mooty posted giving the position to me), which would be a week ago today exactly.  So if we're going by your logic, then I would have until the end of today to choose someone.

Unless you're going by complete specifics that Mooty did, then you'd be correct.  However, you yourself said that the time frame wasn't "exact," just a one week period.  So technically today would be the last day to do it.
