Your method of exploiting that rule by just going down the line and seeing who can't start a vote is a complete game-breaker. After all...why even bother asking questions at that point if we can just be like "Hey, let's have everyone start a vote, and the person who can't must be the spy!"
It's both an unfair exploitation against the spy, and it damages the integrity of the game if the players choose to resort to such tactics to claim a win.
Which is why I say that if you decide to do such an exploitation of the rules, then I'll simply say "You know what, let's just allow spies to start votes from now on." Because we want to keep the game fair for everyone.
