  • In what way could it be abused? The Storting would be able to repeal any PnG declarations they decide on, and the monarch can always repeal his/her own.

  • I have no argument tagainst giving a reason for the declaration.  Giving the possibility of appeal, though?  We don't even have a mechanism for appeal of criminal sentences. Why should the PNG have rights that citizens of the realm don't even enjoy?

    I also don't see room for abuse. If you could specify somehow we could control for abusive declarations, I think k it might make the issue clearer.

    The Persona Non Grata Act

    1) This Act shall be cited as the Persona Non Grata Act.

    Restrictions of the Persona Non Grata Status

    2) No person who is currently declared persona non grata may be granted Citizenship, ambassadorship, or any other status which the Government of Wintreath has authority to confer.

    3) It shall be further requested that administration place a ban on any person who has been declared persona non grata that attempts to join any Wintreath property.

    Declarations and Revocations of Status

    4) The Monarch shall have the authority to declare any non-Citizen persona non grata and to revoke previous persona non grata declarations of the Monarch.

    5) The Storting shall have the authority to declare any non-Citizen persona non grata and to revoke previous persona non grata declarations of the Storting through a majority vote of both chambers.

    6) A declaration of persona non grata always has to contain a reason for the declaration.

    Redundant Provisions

    7) Upon passage of this Act, Section 2.3 of the Citizenship and Demonym Act shall be void.

  • What Gov isn't mentioning is that in most places he's been administratively banned in many NS regions, under provisions similar to Article VI Section 4 of the Fundamental Laws, not been declared persona non grata. Even if there was such an appeal right for non-Citizens throughout NS, they mostly wouldn't apply to him.

    Granting rights to non-Citizens is pretty much unprecedented anywhere in NS, and would likely lead to theatrics for the enjoyment of people outside the region. It would be unfortunate if the Underhusen adopted such a provision.

  • I agree - granting the right to appeal a declaration that carries so much weight and power undermines the severity of it.  If we, the Underhusen, were forced to hear the appeal of a person that we had effectively struck from existence, I think I would be...well, embarrassed.

    Actually, Osiris banned myself via a PNG vote, and several others.  Other places have also banned me PNG through an administrative ban.

    My point is, I believe there should still be some form of due process Mr Speaker.

  • I believe the due process is the passage of a bill in the Storting. I'm also not entirely sure the Storting can impose a statutory restriction on the Monarch...
