With thanks to his majesty Wintermoot. I propose the following,

The Charax Romanov Amendment Act

1) This Act shall be cited as the Charax Romanov Amendment Act.

2) Section 4 of the Charax Romanov Act is voided.

This Act was passed back when Charax was away from NationStates, and I know it was well-meaning, but now that he's back it's kind of odd to have an official festival dedicated to someone that's around. It's like something they would have in North Korea for Kim Jong-un or something, lol. This amendment voids the festival portion of the Act, leaving intact all other provisions.

Madam Speaker, can there be 48 hours of debate on this?

Honestly, since he has technically "come back", I agree.
