    Old Face, New Ideas
    Who are you?
    I'm Charax Etreo Romanov. I helped found this region with Wintermoot after the Spiritan Rift of October 2013, and I was a key contributor to our Fundamental Laws. This included the actual titling of the document, in addition to directly writing its preamble. More importantly though, I designed and advocated our bicameral legislature as well as contributing to all the debates of the Constitutional Convention, with the exception of the Judicial Branch. I was our first, longest serving and most successful Jarl of Foreign Affairs, overseeing our opening of relations with tens of regions, and our first treaty ratification with the People's Republic of Lazarus. I also served as Thane of World Assembly Affairs whereby I advised the Jarl (Reon) on Security Council affairs, and was a Peer of the first Overhusen. In light of my service and dedication I was appointed Crown Prince of Wintreath by Wintermoot.

    I left the game due to personal circumstances in March, but after being awarded permanent citizenship and a Commendation by the Storting I became more active again.

    Why should we vote for you?
    That's a good question. I have various Constitutional Reforms which I should like to present to the lower chamber this session, and I should like to present them to you here, in convenient list form. For your eyes' pleasure.
    • The Minor Edits Act should be passed, though tweaked to allow edits to the Preamble to pass without the need for a Referendum.
    • I would resubmit the Freedom of Information Act, as personally I believe the citizenry should have the right to know what the executive is doing. Note that I do not suggest it is doing anything nefarious or inappropriate, but in principle I think this is an important right to have.
    • Lastly, and most controversially I expect, I wish to propose the abolition of the fixed term. It is a problematic feature of legislatures throughout the NS world, that activity is at its highest immediately following an election and immediately before it, as legislators seek to remain in their office. Under a reformed system, the Speaker of the Underhusen could petition the Monarch to dissolve the Storting and trigger the two week election process. If such a petition has not been made within the currently statutory two months, the Storting would dissolve automatically. This ensures that an inactive Storting can be ended organically, if it has run out of reforms to make, rather than being given an artifical lifespan as is currently the case.

    The Wintreath that will be forged by the White Heat of this Election,
    will be no place for inactivity in any area of Government.

  • Again, welcome to the campaign. So essentially you want to revive two pieces of legislation which the Overhusen unanimously rejected, the Minor Edits Act and the Freedom of Information Act. How will your version of these Acts differ from the rejected versions, other than adding in the ability to edit the Preamble?

    • I fear that the Freedom of Information Act will still be used as a personal assault weapon, especially by those that are paranoid that they are being talked about behind their backs. Yes, these things do take place because often the Riksrad or the Underhusen and Overhusen have to talk about certain troublesome individuals that have caused problems in Wintreath from time to time. I understand why we should have it, in principle, but I still don't like it.

    • How do you suppose we keep people from abusing power in the Storting if there aren't set terms? In the real parliament system we have politicians who retire because they're getting old, or too stressed, or because they have enough money to retire, but apart from the stress there's no other reasons to retire here, besides boredom. That's another thing, there's no real incentive to keep going strong if there's no set terms, everyone's just going to get bored.

    I think the rejection of these acts was a mistake, in essence, and I'd like for the chance to air that opinion in the Storting and convince the new members that they were incorrect to do so. The acts would be no different, but I believe they are worth re-examining in any case.

    This is a very legitimate concern and one that definitely warrants address. One possible solution for this would be the appointment of a Complaints Commissioner, who can be appointed by the Monarch & confirmed by the Underhusen. The Commissioner would have complete security of tenure, and would be irremovable from office until resignation to ensure their independence. Such resignation would be expected upon taking an office of the crown, such as a seat in the Riksrad or Overhusen.
