    1. The Anti-NPO/NLO citizenship requirement act

    Amendments
    2. Section 2.1 of the Citizenship and Demonym act shall be amended to read as follows:

    2.1 Citizens are required to keep the nation which they gained membership with within the region unless they inform the person (or government agency) empowered to accept or reject citizenship applications by section 2.4 of this act. Citizens also are forbidden from holding citizenship in the New Lazarene Order and/or the New Pacific Order. A monthly sweep shall be conducted to ensure citizens are in compliance. 
    Peers may vote Aye, Nay, or may Abstain from voting.

    This is a restrictive measure that arrives too late to have an influence on the events which prompted it. I see no reason for preventing any citizen from doing as they please, and in addition citizens are already required to keep their membership nation in the region otherwise they cease to be citizens in the first place. This Act seems hastily written to me, and doesn't achieve any real purpose. I understand the desire to enforce punitive measures against the NPO, but not like this.

    Although the events that spawned this Act have passed, the NPO will be attempting to recover from the diplomatic blows and rebuild its reputation...something it has shown patience and skill at doing after setbacks on both NS and Cybernations. Any obstacle we can create that makes it more difficult for them to do so, however small, should be welcomed.

  • I just personally see no real way to enforce this Act. If someone wishes to have citizenship in the region, and we remove them from ours, I highly doubt they'll come back. In fact we'd be pushing people towards them, albeit in a roundabout way. I just don't think this serves as the correct type of discouragement both in deed and through enforcement.

  • If you the choices were to chose one or the other, I might agree, but an alternative choice without this law would be to choose both, and I think that's the worst possible outcome, not just because it legitimizes them, but because it creates informal ties between our two regions...during the coup in Lazarus, several regions such as Ainur had to deal with the prospect of their Citizens joining the coup on the side of the NPO. We need to remember that the NPO has been unapologetic for its actions in Lazarus and still seems intent on working toward the creation of a pan-GCR empire which they control.

    As painful as this discussion is now, when we have no dual-Citizens, this discussion will be much more painful in the future should we gain dual-Citizens and they seek to support the NPO's aggression against other GCRs.

    Barring membership in the NPO is a way of the region taking a firm stance towards GCR coups. I'm fine with this.

    I personally feel that allowing citizens into regions that are directly opposed to the interests of Wintreath, especially given Wintreath's ethos of providing for a strong, independent and united region, would cause all sorts of long term problems both internally and through Wintreath's foreign relations. While it may be difficult to enforce, the idea that it is there in the law will at the very least provide incentive to stay away from the NPO/NLO.

    Given my vote pushes this over the majority, I'm going to consider this as now PASSED, and will leave this open until at most Friday 8th May for Colberius X to vote.

  • There was little chance of me voting anything other than Aye, anyway. 

    This act, even if hard to actually enforce, leaves no room for doubt about Wintreath's stance towards the NPO, and that's a step in the right direction.
